REPORT OF TRAFFIC AND TRANSPORTATION COMMITTEE <br />A meeting of the Council Traffic and Transportation Committee was held in the Council chamber, on Monday Night, <br />October 16, 1961. Present were committee members Joseph Kroll, Paul Krueper, Chester Muszynski, and Eugene Ladewski. <br />Also present were Traffic Engineer Clem Hazinski, and Parking Meter Supt. Bert Danielowicz. Absent were Albert <br />Tellson and Walter Glass. <br />Mr. Danielowicz reported that 132 parking fine boxes would be required to do an adequate job. Other cities that use <br />the fine boxes have realized twice to three times an increase in fines collected. It is more convenient for a motoris <br />to pay a fine at the box instead of going to the City Hall. The following fine boxes were examined: Park -o -Fine, <br />cost $12.95; Traf- O- Teria, cost $24.95; Fine -O- Meter, cost $16.50; Rockwell, cost $15.85. The committee unanimously <br />recommends that the Board of Public Works procure 132 parking fine boxes from the Park -O -Fine Co., Jackson, Mich., <br />at a cost of no more than $12.95, at an early date. These boxes will be used in conjunction with a new envelope <br />type of parking ticket. <br />The subject of Meter Maids was discussed. Mr. Danielowicz reported that Police Chief Dutrieux has received many good <br />recommendations from cities that use this system of parking meter enforcement. A married woman, between the ages of <br />25 and 35 seems to be the best suited for this work. Six Meter Maids would adequately be able to patrol all of the <br />parking meters. This in turn would relieve six police patrolmen for other duties. A savings in salaries and <br />motorcycle equipment could also be effected. The Meter Maids would walk their "beats ". The committee unanimously <br />recommends the hiring of six wome to work in the Parking Meter Department as meter Maids, to begin work at the first <br />of the year, at a salary to be determined by the Board of Works. <br />Clem Hazinski discussed the traffic hazard at the Memorial Hospital parking lot entrance on N. Michigan St. He said <br />that there should be a sufficient gap in traffic to permit entrance and exit. Mr. Hazinski thinks that vehicles <br />should enter the lot from Main St., and exit on Michigan St. However, it is necessary for him to gather more data <br />through a study before definite recommendations can be made. Councilman Lehman seconded the motion. Motion carried. <br />Mr. Smith, City Attorney, recommended that the Traffic and Transportation Committee meet with the Judge of-the City <br />Court,who has jurisdiction over the fines, and ask his cooperation on the preparation of an Ordinance covering Meter <br />Maids and collection of fines. <br />REPORT OF ORDINANCE COMMITTEE <br />To the Common Council of the City of South Bend: <br />October 23, 1961 <br />Your Committee on Ordinances, to whom was referred The T. Ordinance, did meet on October 6, 1961 and October 20, <br />1961, and Respectfully report that they have examined the matter and that in their opinion Said ordinance as referred <br />should be amended; revised and re- introduced as a new ordinance and in connection therewith tenders for lst and 2nd <br />reading the attached amended and revised ordinance for the regulation and examination and licensing of TV technicians <br />and TV antenna installers of home type TV sets and antennas. <br />/s/ J. Motion carried. <br />REPORT OF CITY CLERK <br />The Common Council October 23, 1961 <br />City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />In keeping with your action in 1960 authorizing this office the sum of Seven Thousand ($7,000.00) Dollars for the <br />recodification of the Municipal Code and the printing thereof, I wish to advise you that I have asked the Board of <br />Public Works to advertise for bids on this work on November 3rd and November 10th, 1961, with bids to be received by <br />the Board of Public Works on November 20th, 1961., <br />I hope this meets with your approval. <br />Very truly yours, <br />/sl Freda G.
