350 <br />COMMITTEE OF THE WHOLE MEETING <br />SEPTEMBER 11, 1961 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in <br />the Council Chambers on Monday, September 11, 1961, at 8:08 P.M., with all members present except Councilmen Allen and <br />Glass. The meeting was called to order by Councilman T. W. Lehman, Chairman, who presided. <br />ORDINANCE <br />AN ORDINAIU E AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Bendix and Crumstown Avenue) <br />This being the time heretofore set for public hearing on the above Ordinance, Councilman Kroll made a motion to con- <br />tinue the public hearing until September 25, 1961. Councilman Tellson seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE STREET AND TRAFFIC <br />FUND $1500.00 <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. Councilman Ladewski made a motion that the Ordinance go to the Council as favorable. <br />Councilman Muszynski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE OF CITY JUDGE $225.00 <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. Councilman Tellson made a motion that the Ordinance go to the Council as favorable. <br />Councilman Ladewski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE FIRE EQUIPMENT AND MAINENANCE <br />FUND, $18,205.00 <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. Councilman Lehman made a motion that the Ordinance go to the Council as favorable. <br />Councilman Muszynski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN CITY PLAN COMMISSION FUND $325.00 <br />This being the time heretofore set for public hearing on.the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. Councilman Muszynski made a motion that the Ordinance go to the Council as favorable <br />Councilman Lehman seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE TO AMEND SECTIONS 2 and 9 OF ORDINANCE NO. 3644, ENTITLED <br />"AN ORDINANCE RELATING TO TRAFFIC AND REGULATING THE USE OF THE STREETS <br />AND HIGHWAYS OF THE CITY OF SOUTH BEND, INDIANA, CREATING AND DEFINING <br />PARKING METER ZONES; PROVIDING FOR THE DESIGNATION OF INDIVIDUAL PARKING <br />SPACES; DEFINING AND PROVIDING FOR THE INSTALLATION, OPERATION AND MAIN- <br />TENANCE, PURCHASE, LEASING, USE, SERVICING, REPAIR, REPLACEMENT, ACQUIRING <br />AND REGULATION OF PARKING METERS; PRESCRIBING PARKING TIME LIMITS; REQUIRING <br />DEPOSITS OF COINS FOR THE USE OF PARKING METERS AND PARKING METER ZONES AND <br />PROVIDING FOR THE COLLECTION AND DISPOSITION OF SUCH COINS; REPEALING CON- <br />FLICTING ORDINANCES; PROVIDING FOR THE ENFORCEMENT THEREOF; DEFINING OFFENSES <br />AND PRESCRIBING PENALTIES; AND PROVIDING THAT THE INVALIDITY OF PART SHALL <br />NOT AFFECT THE VALIDITY OF THE REMAINDER OF ORDINANCE" PASSED JUNE 7, 1948, <br />ALSO KNOWN AS SECTIONS 55 and 59 OF CHAPTER 29, OF THE MUNICIPAL CODE OF <br />THE CITY OF SOUTH BEND, INDIANA, 1949, GENERAL ORDINANCE NO. 3709, AND AS <br />AMENDED BY ORDINANCE NO. 4289, PASSED DECEMBER 14, 1959. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. Councilman Tellson made a motion that the time limits for parking meters on <br />Michigan Street be for a period of one hour instead of thirty -six (36) minutes. Councilman Muszynski seconded the <br />motion. After some discussion Councilman Tellson withdrew his motion and Councilman Muszynski withdrew his second <br />to the motion. Councilman Krueper made a motion that the Ordinance go to the Council as favorable. Councilman <br />Coleman seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Kroll made a motion to adjourn. <br />Councilman Muszynski seconded the motion.
