Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council <br />Chambers on Wednesday, August 23, 1961, at 8:16 P.M., with all members present except Councilman Lehman. The meeting <br />was called to order by President Joseph T. Kroll, who presided. <br />The Clerk then read the call for a Special Meeting. <br />STATE OF INDIANA <br />ST. JOSEPH COUNTY SS: CALL FOR SPECIAL MEETING <br />CITY OF SOUTH BEND <br />To the President and Members of the Common Council of the City of South Bend, Indiana: <br />Gentlemen: <br />You are hereby notified that under and by virtue of the authority vested in me by law as Acting Mayor of the City of <br />South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in <br />the Council Chambers, in the City Hall at the hour of 8:00 P.M., on Wednesday, August 23, 1961, for the purpose of <br />acting upon the following: <br />AN ORDINANCE TO OBTAIN A TEMPORARY LOAN IN ANTICIPATION OF CURRENT <br />REVENUES OF THE CITY OF SOUTH BEND WHICH HAVE BEEN LEVIED AND ARE <br />IN THE COURSE OF COLLECTION FOR THE FISCAL YEAR OF 1961 <br />The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice <br />on each and every member of the Common Council and make due return of such service of said Special Meeting. <br />Dated this 21st day of August,-1961. <br />/s/ FRANK J. Tellson <br />or by leaving a certified copy thereof at the last and usual place of residence of such members as I was unable to <br />find, as follows: <br />/s/ Joseph T. Martin #28 <br />Member of the South Bend Police Department <br />Councilman Muszynski made a motion that the Call for Special Meeting be accepted and placed on file. Councilman <br />Ladewski seconded the motion. Motion carried. <br />ROLL CALL <br />PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper and Muszynski. <br />ABSENT: Councilman Lehman <br />The following letter, presented by City Controler Edwin L. Davies, was read by the City Clerk: <br />Common Council <br />Civil City of South Bend <br />City Hall <br />South Bend, Indiana <br />Gentlemen: <br />August 23, 1961 <br />An examination of the records and monies available for the operation of the City of South Bend has shown that there <br />is not sufficient cash to operate the city government for the next three months. <br />The monies anticipated to be received from the St: Joseph County Treasurer, which monies have been levied, are not <br />available at this time. These funds are in the process of collection for the fiscal year of 1961, but will not be <br />available in time to pay claims, salaries and wages. <br />I have made a study of this matter and recommend to the Council that an ordinance be introduced to authorize a <br />temporary loan of $600,000.00, payable $300,000.00 on or before the 15th day of October, 1961, anal $300,000.00 due <br />and payable on or before the 15th day of December, 1961. <br />I find it necessary that this action be taken immediately for the proper operation of the South Bend civil city <br />government. <br />Respectfully submitted, <br />/s/ Edwin L.
