Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the <br />Council Chambers in the City Hall on Monday, April 24, 1961, at 8:06 P.M., with all members present. The meeting was <br />called to order by Councilman T. W. Lehman, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE <br />FIRE DEPARTMENT - $1,500.00 <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favorable <br />Councilman Kroll seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE <br />CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS <br />(.Airport) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. <br />Speaking against said proposed Ordinance were G. Burt Ford, Attorney for the Board of Aviation. Commissioners of St. <br />Joseph County; Mr. George A. Sands, Attorney for William A. Dugdale, one of the owners of property included in the <br />proposed annexation; Mr. Thomas 0. Mays, 31421 Cleveland Road; Mr. Walter L. Clements, Attorney for the German Town- <br />ship Trustee; Mr. Earl Harness, 52698 Lynnewood; Mr. Edward Simpson, 53825 Moss Road. There were no proponents whq <br />requested to be heard. Mr. Robert L. Huff, Director - Secretary of the City Planning Commission was requested by <br />Councilman Coleman to explain the recommendation of the Planning Commission. Mr. Huff complied. Mr. Sands asked <br />several questions which were answered by Mr. Huff. <br />Councilman Muszynski made a motion that the Ordinance go to the Council as favorable. Councilman Ladewski seconded <br />the motion. Motion carried. <br />Chairman Lehman introduced Pamela Solbrig and Jill Frohler, Students of Riley High School, who were taking notes <br />of the meeting. <br />RECESS FROM 8:55 P.M. to 9:00 P.M. ANNOUNCED BY CHAIRMAN LEHMAN <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING FROM PARKING METER FEES AND <br />FUNDS THE SUM OF $16,000.00 FOR AN OFF- STREET PARKING <br />SURVEY TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL <br />CITY OF SOUTH BEND, INDIANA <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon. <br />Speaking in favor of the proposed Ordinance were Byron W. Sheets, who operates a business at 136 North Michigan Street <br />and is a Director of the Down Town Council; Otto Baker, St. Joseph County Assessor; Mary Sweeney, Sweeney's Shamrock. <br />Speaking against the proposed Ordinance were Leo P. Rieder, Attorney; Joseph Serge, representing the Portage Plaza; <br />Howard Sigrist, 1718 South Michigan Street; Rodney Moyer, 529 West Washington; Ben Drolinger, 1230 East Wayne Street <br />South; Mr. A. Pietraszewski, 618 S. Phillipa Street; Stanley Harlozinski, 1614 Elwood; Larry Hertel, 1237 Queen Street <br />iGeor.ge Dayfield, 18150 Denslow Drive; Otto Beyer, 410 Manitou Place; Richard Dennison, 4404 Meadow Lane; Mr. Louis C. <br />Chapleau, Attorney for the South Bend Parking Company; Mr. Nicholas P. Cholis, Attorney; <br />Councilman Kroll made a motion for a five minute recess. Councilman Krueper seconded the motion. Motion granted. <br />Committee of the Whole recessed at 10:25 P.M. The meeting reconvened at 10:37 P.M. <br />After much discussion, Councilman Kroll made a motion that the Ordinance be continued in the Committee of the Whole <br />for two weeks. Councilman Allen seconded the motion. Motion carried. <br />(ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE <br />(South Bend Avenue between Burns and Duey) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an <br />opportunity to be heard thereon, <br />(,Speaking against the proposed Ordinance were Owen Gardner, 1228 South Bend Avenue; Henry Hertel, 1216 South Bend <br />Avenue; Samuel Johnson, 1217 South Bend Avenue; Charles Dempsey, 1234 East Howard. <br />Attorney F. Jay Nimtz, Attorney, respresented the petitioners herein. <br />Councilman Coleman made a motion that the Ordinance go the Council as unfavorable. Councilman Muszynski seconded the <br />motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN <br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA <br />(REAL ESTATE INVOLVED LOCATED ON WILLIAM STREET, NAVARRE <br />STREET, PORTAGE AVENUE) <br />Councilman Muszynski made a motion that the Ordinance be continued in the Committee of the Whole for two weeks. <br />Councilman Kroll seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Kroll made a motion to adjourn. <br />Councilman Muszynski seconded the motion.
