<br />I have received a letter from Mr. W. A. Eddy, Supt. at Battle Creek, Mich, which states that all crossings in
<br />South Bend, Ind., are now reported to be in good condition.

<br />November 21, 1950
<br />I have investigated the complaint concerning St. Vincent Street registered by City.Councilman J. Chester Allen.
<br />First, this is a dirt street which has been oiled several times in the past. A crust of sorts has been built up whi
<br />permits patching in a few scattered places. Where possible these spots have been patched routinely. One week
<br />previous to Mr. Allen's complant on the council floor, October 18, 1960, to be exact, a Street Department crew
<br />scraped the surface of this street and filled in the holes as best they could with cinders. At that time Councilman
<br />Allen spoke to our crew and to Mr. Dempsey, the foreman in charge. A further complaint was received on October 31,
<br />1960, requesting filling of the holes in the alley approach along 718 St. Vincent. This order was completed on
<br />November 15. The street was again worked on and the holes filled on November 17. At this same time leaves were
<br />again removed the entire length of the street.
<br />During the year 1960, 15 complaints on various problems have been received on this street which runs approximately
<br />five blocks. All of these orders have been executed in addition to routine work which has been done. I have
<br />been unable to find any record of work requested that was not completed nor have I been able to find any employee
<br />who has ignored any request from this area, or any other street.
<br />It is true, however, that since this is an unimproved street we are limited in work we can do on it. When chuck
<br />holes develop we cannot patch them unless there is sufficient crust for adhesion of asphalt. A solution would be
<br />to scarify and grade the entire street. However, this would destroy what semblance of surface there is now and I
<br />am sure the residents would not approve. If Mr. Allen wishes us to.grade this street we will do so upon his
<br />request.
