<br />Be it remembered that the Committee of the Whole of the Common Council of the City of South Bend, Indiana, met
<br />in the Council Chambers, City Hall, on Monday, October 24, 1960, at 7:07 P.M., with all members present except
<br />Councilman Lehman. The meeting was called to order by Mrs. Freda G. Noble, City Clerk, in the absence of Council-
<br />man Lehman, Chairman. Councilman Kroll made a motion that Councilman Paul E. Krueper, Jr., be named Temporary
<br />Chairman of the Committee of the Whole. Councilman Muszynski seconded the motion. Motion carried. Councilman
<br />Krueger then took the chair and proceeded with the business before the Committee of the Whole.
<br />ORDINANCE
<br />AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN
<br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
<br />(Real Estate involved located on Portage Avenue - - -700 block)
<br />This being the time previously set for public hearing on this Ordinance, the said public hearing having been
<br />deferred from the October 10, 1960 meeting, proponents and opponents were given an opportunity to be heard.
<br />Mr. Louis Anderson, Attorney for petitioners, was heard. Councilman Kroll made a motion for a five minute fecess.
<br />Councilman Glass seconded the motion. Motion carried. Meeting recessed at 7:19 P.M.
<br />The Committee of the Whole Meeting reconvened at 7:30 P.M.
<br />Councilman Coleman made a motion that the Ordinance be set over until November 28, 1960. Councilman Glass seconded
<br />the motion. Motion carried.
<br />ORDINANCE
<br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE
<br />NO. 37021 AS HERETOFORE AMENDED AND SUPPLEMENTED
<br />This being the time set for public hearing on this Ordinance, said public hearing having been deferred from the
<br />previous meeting of the Council, proponents and opponents were given an opportunity to be heard thereon. Mr.
<br />Nicholas P. Cholis, Attorney, was heard. Councilman Kroll made a motion that the public hearing be continued
<br />until November 14, 1960. Councilman Glass seconded the motion. Motion carried.

<br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA

<br />This being the time previously set for public hearing on the above Ordinance, proponents and opponents were given
<br />and opportunity to be heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as
<br />favorable. Councilman Coleman seconded the motion. Motion carried.

<br />AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN
<br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEAD INDIANA,
<br />This being the time previously set for public hearing on the above Ordinance, proponents and opponents were given
<br />and opportunity to be heard thereon. Councilman Kroll made a motion to amend the ordinance, as follows:
<br />In Section 1, Paragrpah 2, Line 9, by striking "of "and inserting "or; and in Section 2, Paragrpah 2, line 9,
<br />by striking "of41 and inserting "or ". Councilman Allen seconded the motion. Motion carried. Councilman Coleman
<br />then made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Kroll seconded the
<br />motion. Motion carried.
<br />ORDINANCE
<br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE
<br />OF THE CONTROLLER IN THE AMOUNT OF $7,106.92 FOR THE YEAR
<br />ENDING DECEMBER 31, 1960.
<br />This being the time previously set for public hearing on the above Ordinance, proponents and opponents were given
<br />an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favorable
<br />Councilman Ladewski seconded the motion. Motion carried.
<br />ORDINANCE
<br />AN ORDINANCE TO REGULATE AND CONTROL THE SALE AND USE
<br />OF PLASTIC COVERINGS OR BAGS
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
<br />an opportunity to be heard thereon. Irving Rubin of Rubin Cleaners was heard. Councilman Coleman made a motion that
<br />the Ordinance go to the Ordinance Committee for further study.Codncilman Kroll seconded the motion and recommended
<br />that all interester persons be invited to attend the meeting. Motion carried.
<br />There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to
<br />adjourn. Councilman Coleman seconded the motion. Motion carried and the Committee of the Whole Meeting adjourned
<br />at 7:52 P.M.
