ORDINANCE <br />AN ORDINANCE TO AMEND AN ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA, APPROPRIATING THE SUM OF ONE MILLION DOLLARS <br />($1,000,000.00) TO BE APPLIED TO THE COST OF CONSTRUCTION, <br />RE- CONSTRUCTION AND IMPROVEMENT OF STREETS, AND EXPENSES <br />INCURRED IN CONNECTION THEREWITH, KNOWN AS ORDINANCE NO. 4305 <br />The Ordinance was given third reading. Dr. L. James Perry, President of the LaSalle Park District Council, read a <br />memorandum asking for the improvement of streets and sewers in LaSalle Park.; asking also that the project of West <br />Washington-Street be given a high priority rating. <br />Councilman Lehman, Councilman Allen, Councilman Krueper and Councilman Coleman all spoke. Also heard were Billy <br />Kirk, 105 S. Bendix Drive; David Simms, 314 S. Illinois Street; William Mifflin, 218 S. Falcon; Dennis Dowdell, <br />1805 Sibley Avenue. Mayor Voorde spoke to the people stating the position of the City on this matter. <br />Councilman Allen made a motion that proposed amendment to the Ordinance above be amended as follows: <br />"That from the sum remaining after payment of the costs of construction and re- construction of the streets named in <br />the Ordinance, that Washington Street be paved from Kaley to Sheridan, or so much thereof as is possible withing the <br />limitations of the amount of money so remaining available for the purpose ". Councilman Muszyn "ski seconded the motion. <br />Upon roll call of 6 nays, 3 ayes, the motion was lost. The vote was as follows: Nay - -- Councilmen Kroll, Ladewski, <br />Coleman, Glass, Krueper and Lehman. Aye - -- Councilmen Allen, Tellson and Muszynski. <br />Then a vote was taken on the amendment to the Ordinance, which was as follows: 6 nays, (Councilmen Kroll, Ladewski, <br />Coleman, Glass, Krueper and Lehman) - - -3 ayes (Councilmen Allen, Tellson and Muszynski). Ordinance Lost. <br />ORDINANCE- <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN GENERAL FUND <br />$14,662.26 AND STREET AND TRAFFIC FUND $1,200.00 <br />The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion, s <br />ed by Councilman Coleman, that the Ordinance be set for Public Hearing on July 11, 1960. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN CITY PLAN <br />COMMISSION FUND $975.00 <br />The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion, seconder <br />by Councilman Allen that the Ordinance be set for Public Hearing on July 11, 1960. Motion carried. <br />RESOLUTION <br />WHEREAS, it is desirable that an orderly program be prepared of the public improvements of all kinds that are to be <br />made within the next six years or more, together with the approximate estimates of their cost, and the order in which <br />these improvements should be made, and <br />WHEREAS, the Comprehensive Plan recommending a number of public improvements has been prepared by the City Planning <br />Commission, and <br />WHEREAS, there are numbrous other public improvement projects which are now being proposed; and <br />WHEREAS, it is the duty and function of the City Planning Commission to make recommendations for formulating a co- <br />ordinated program, to the Common Council, as to the importance, priority, costs and time of completion of all capital <br />expenditure ¢rojects; listing the various improvements which should be made, setting forth their desirable order of <br />construction based upon total community needs, their individual estimated.,cost, their total estimated cost, the effect <br />of the individual and total costs upon total expenditures and tax rates; and the period of years in which they should <br />be carried out, and <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: That a Capital Improvement Program <br />Committee of the Common Council consisting of HAROLD COLEMAN, CHAIRMAN, JOSEPH T. KROLL AND PAUL E. KRUEPER, JR., <br />be and is hereby appointed and that Raymond S. Andrysiak, City Engineer, is hereby authorized and directed to act as <br />advisory consultant, and that Robert L. Huff, Planning Director, is hereby authorized and directed to act as advisory <br />consultant and secretary; and this committee is hereby authorized and instructed to review, modify and recommend the <br />Six Year Capital Improvement Program of the City of South Bend as recommended by the City Planning Commission of the <br />same city and to submit to the Common Council, City of South Bend its recommendations at the earliest possible date. <br />/s/ Chester E. Motion <br />carried. Resolution adopted. <br />OLD BUSINESS <br />Councilman Muszynski complained about the weeds in vacant lots and especially along the railroad right -of -way of the <br />New York Central Railroad at Harris and Ford streets. Councilman Muszynski made a motion that the complaint be re- <br />ferred to the Street, Health and Engineering Departments and that a report of their investigation be made av the <br />July llth meeting of the Council. Councilman Ladewski seconded the motion. Motion carried. <br />There being no further business to come before the Council, Councilman Glass made a motion to adjourn. Councilman <br />Coleman seconded the motion.
