COMMITTEE OF THE WHOLE MEETING <br />APRIL 11, 1960 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in <br />the Council Chambers, City Hall, on Monday, April 11, 1960, with all members present except Councilman Coleman. <br />The Meeting was called to order at 5:09 P.M., by Councilman T. W. Lehman, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED <br />(Miami and Ireland Road -- -Place and Company, Inc.) <br />This being the date heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an- `opportunity to be heard on this Ordinance. Speaking in favor of the Ordinance were the following: <br />i <br />Joseph A. Roper, Attorney, representing Plance and Company, Inc., petitioners; Homer Hoyt, 3636 16th Street, N.W., <br />Washington, D.C., Consulting Real Estate Economist; Andrew Place, 2501 Privet Lane; Virgil A. Place, 3223 Caroline.) <br />Street; Louis Walz, 3417 South Michigan Street; Mrs. Jack Davis, 4310 Miami Street; Mrs. John Grow, 4304 Miami St; <br />I <br />Speaking against the proposed Ordinance were the following: <br />R. Kent Rowe, Whitcomb & Keller Building, South Bend, representing remonstrators; Mrs. Avanel Reamer, 1136 Byron; <br />C. E. Campbell, 15210 Ireland Road; Sondra Essex, 1226 Catherwood Drive; John Kagel of the Down Town Council; <br />Charles E. Evans, 19770 Kern Road; representing Hoosier Suburbia; E. N. Robinson, 19390 E. Ireland Road. <br />Mr. Roper was heard in rebuttal and Mr. Rowe in Counter rebuttal. <br />Councilman Kroll made a motion for a five minute recess. Councilman Allen seconded the motion. Motion carried <br />and recess granted at 10:17 P.M. <br />The meeting reconvened at 10:23 P.M. <br />Councilman Muszynski made a motion that the Ordinance go to the Council as favorable. Councilman Kroll seconded <br />the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN 1959 GENERAL STREET <br />IMPROVEMENT FUND $3,500.00 <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Kroll made a motion <br />that the Ordinance go to the Council as favorable. Councilman Ladewski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN FIRE DEPARTMENT <br />$1,200.00 AND CONTROLLER'S_'OFFICE $700.00 <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Tellson made a motion <br />that the Ordinance go to the Council as favorable. Councilman Glass seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to <br />adjourn. Councilman Kroll seconded the motion.
