Motion carried. <br />COMMUNICATION <br />The following Resolution which was passed by the Civic Planning Association was read by the Clerk. <br />RESOLUTION OF THE SOUTH BEND CIVIC PLANNING ASSN., INC. <br />BE IT RESOLVED that the South Bend Civic Planning Association, Inc., by this resolution adopted by its members <br />respectfully requests that all or as much as needed of the proceeds from the proposed MILLION DOLLAR STREET BOND <br />issue be used to complete the city's share of the East and West Sample Street projects before beginning any other <br />street projects. <br />BE IT FURTHER RESOLVED that this Association requests the South Bend City Council to specify their intentions <br />and plans for the proceeds of the MILLION DOLLAR STREET BOND ISSUE at or before the City Council meeting on Feb- <br />ruary 23, 1960 in order to give taxpayers time to remonstrate if, in their opinion, the announced use of these funds <br />is not acceptable. <br />Adopted this 18th day of February 1960 <br />South Bend Civic Planning Assn., Inc. . <br />/s/ H. Stoll, Vice President, Petitioner. <br />Councilman Muszynski made a motion that the petition be referred to the City Planning Commission. Councilman <br />Ladewski seconded the motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole, to whom was referred <br />AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, REPAIR, ALTERATION, LOCATION, OF ALL <br />ELECTRIC SIGNS; LOCATION OF ALL OVERHANGING SIGNS AND ALL TYPES OF ELECTRIFIED SIGNS WITHIN <br />THE CITY OF SOUTH BEND, INDIANA; PROVIDING FOR THE POSTING OF BONDS, LICENSING OF SIGN <br />CONTRACTORS; THE ISSUANCE OF PERMITS AND FEES THEREFORE; AND PROVIDING FOR MINIMUM CONSTRUCTION <br />STANDARDS, <br />Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE, <br />AS AMENDED. <br />/s/ T.
