183 <br />COMMITTEE OF THE WHOLE MEETING <br />LAR MEETING FEBRUARY 23, 1960 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole, in <br />the Council Chambers on Tuesday, February 23, 1960, with all members present. The meeting was called to Order by <br />Councilman T. W. Lehman, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, REPAIR, ALTERATION, LOCATION, <br />OF ALL ELECTRIC SIGNS; LOCATION OF ALL OVERHANGING SIGNS AND ALL TYPES OF ELECTRIFIED <br />SIGNS WITHIN THE CITY OF SOUTH BEND, INDIANA; PROVIDING FOR THE POSTING OF BONDS, <br />LICENSING OF SIGN CONTRACTORS: THE ISSUANCE OF PERMITS AND FEES THEREFORE; AND PROVIDING <br />FOR MINIMUM CONSTRUCTION STANDARDS. <br />Proponents and opponents were given,an opportunity to be heard on this Ordinance which was set for Public Hearing <br />on this date. Councilman Coleman made a motion that the Ordinance be amended as-follows: <br />That the following paragraph be designated as Section 19 of said ordinance "Whenever the word <br />'approved' is mentioned in this ordinance, such word shall mean approval by the Chief Electrical <br />Inspector of the City of South Bend ". <br />That sections Numbered 19 and 20 of the Ordinance, as drawn, shall be changed to Sections <br />20 and 21 respectively. <br />Councilman Kroll seconded the motion. Motion carried. <br />Councilman Coleman then made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman <br />Kroll seconded the motion. Motion carried. <br />OR T) MANOR <br />This being the date heretofore set for Public Hearing on the following Ordinance: <br />AN ORDINANCE PREVENTING AND REGULATING THE USE OF FIREARMS, AND OTHER INSTRUMENTS <br />TENDING TO ENDANGER PERSONS OR PROPERTY WITHIN THE MUNICIPAL CITY OF SOUTH BEND, <br />INDIANA <br />Councilman Muszynski made a motion that the Ordinance be kept in the Committee of the Whole for further study by <br />the Committee of the Whole and the City Attorney. Councilman Kroll seconded the motion. Motion carried. <br />Councilman Kroll made a motion that the Committee of the Whole meet with the City Attorney on March 7, 1960, at <br />7 :00 P.M.,-to discuss the proposed Firearm Ordinance. Councilman Coleman seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to <br />adjourn.
