160 <br />COMMITTEE OF THE WHOLE MEETING <br />REGULAR MEETING <br />NOVEMBER 23, 1959 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the <br />Council Chambers, City Hall, on Monday, November 23rd, 1959, at 8 :06 P.M., with all members present. The meeting was <br />called to order by Joseph T. Kroll, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO THE CITY OF SOUTH BEND CERTAIN TERRITORY CONTIGUOUS THERETO, <br />AS AMENDED. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance which had been set for public hear! <br />Speaking in favor of the Ordinance was Mr. William E. Voor, Attorney for the petitioners. Councilman Korpal made a <br />motion to amend lanes 8 "and. -9 of the legal description under Section One by striking "Four Hundred Thirty -one and <br />Eighty -four Hundredths (431.84),feet" and inserting "Four Hundred and Six and Eighty -four Hundredths (406.84) feet ". <br />Councilman Erhardt seconded the motion. Motion carried. <br />Remonstrating against this Ordinance was Mr. Charles E. Evans, President of Hoosier Suburbia, who lives at 19770 East <br />Kern Road, South Bend, <br />Mr. Voor was heard in rebuttal. Miss Guthrie of the South Bend Civic Planning Association was heard. Mr. Charles <br />Cashman of Clyde Williams and Associates explained the plans for sewage, storm sewers and water supply. <br />Councilman Korpal made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Glass <br />seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN STREET DEPARTMENT $16,800.00 <br />AND CITY PLANNING $1,120.00; MORRIS MUNICIPAL AUDITORIUM DEPARTMENT $9,896.64; <br />FIRE DEPARTMENT $900.00; SEWER DEPARTMENT $3,500.00; BOARD OF WORKS AND SAFETY <br />$1,500.00 AND OFFICE OF CITY JUDGE $150.00. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Korpal made a motion <br />to amend the Ordinance under Morris Municipal Auditorium Department Item K -11, Salary of Manager by striking <br />$733.09 per month and inserting $600 per month Total by striking $1,832.80 and inserting $1500.00; total salaries <br />by striking $5,168.64 and inserting $4,835.84; Total Morris Municipal Auditorium by striking $9,896.64 and inserting <br />$9,563.84; and also to amend the Title by striking Morris Municipal Auditorium $9,896.84 and inserting $9,563.84. <br />Councilman Glass seconded the motion. Motion carried. <br />Miss Guthrie of the South Bend Civic Planning Association questioned several items. Department heads explained the <br />requests. <br />Councilman Hahn made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Korpal <br />seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Korpal made a motion to adjourn. <br />Councilman Muszynski seconded the motion.
