160 COMMITTEE OF THE WHOLE MEETING REGULAR MEETING NOVEMBER 23, 1959 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers, City Hall, on Monday, November 23rd, 1959, at 8 :06 P.M., with all members present. The meeting was called to order by Joseph T. Kroll, Chairman, who presided. ORDINANCE AN ORDINANCE ANNEXING TO THE CITY OF SOUTH BEND CERTAIN TERRITORY CONTIGUOUS THERETO, AS AMENDED. Proponents and opponents were given an opportunity to be heard on this Ordinance which had been set for public hear! Speaking in favor of the Ordinance was Mr. William E. Voor, Attorney for the petitioners. Councilman Korpal made a motion to amend lanes 8 "and. -9 of the legal description under Section One by striking "Four Hundred Thirty -one and Eighty -four Hundredths (431.84),feet" and inserting "Four Hundred and Six and Eighty -four Hundredths (406.84) feet ". Councilman Erhardt seconded the motion. Motion carried. Remonstrating against this Ordinance was Mr. Charles E. Evans, President of Hoosier Suburbia, who lives at 19770 East Kern Road, South Bend, Mr. Voor was heard in rebuttal. Miss Guthrie of the South Bend Civic Planning Association was heard. Mr. Charles Cashman of Clyde Williams and Associates explained the plans for sewage, storm sewers and water supply. Councilman Korpal made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Glass seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN STREET DEPARTMENT $16,800.00 AND CITY PLANNING $1,120.00; MORRIS MUNICIPAL AUDITORIUM DEPARTMENT $9,896.64; FIRE DEPARTMENT $900.00; SEWER DEPARTMENT $3,500.00; BOARD OF WORKS AND SAFETY $1,500.00 AND OFFICE OF CITY JUDGE $150.00. Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Korpal made a motion to amend the Ordinance under Morris Municipal Auditorium Department Item K -11, Salary of Manager by striking $733.09 per month and inserting $600 per month Total by striking $1,832.80 and inserting $1500.00; total salaries by striking $5,168.64 and inserting $4,835.84; Total Morris Municipal Auditorium by striking $9,896.64 and inserting $9,563.84; and also to amend the Title by striking Morris Municipal Auditorium $9,896.84 and inserting $9,563.84. Councilman Glass seconded the motion. Motion carried. Miss Guthrie of the South Bend Civic Planning Association questioned several items. Department heads explained the requests. Councilman Hahn made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. There being no further business to come before the Committee of the Whole, Councilman Korpal made a motion to adjourn. Councilman Muszynski seconded the motion.
