<br />Be it remembered that the Committee of the Whole of the Common Council met in the Council Chambers on Monday, August
<br />31, 1959, at 8 :09 P.M., with all members present. Councilman Kroll, Chairman, presided. Councilman Kroll introduced
<br />Mayor Voorde.
<br />The Mayor commended the members of the Common Council for the many hours spent in review of the budget to be adopted
<br />for the year 1960. He stated that while this is a relatively high budget for the ensuing year, the explanation is
<br />that the expenses of maintaining the services performed by the City have risen exactly as expenses in homes and
<br />industries. The Mayor further stated that in the interests of economy, he would ask that the Council delete an item
<br />in his own budget, that of Administrative Assistant.
<br />The Mayor stated that a vote of thanks should be given the Civic Planning Association, the Committee of 100 and the
<br />Chamber of Commerce for their help in reviewing the budget.
<br />Councilman Kroll asked the Clerk to read the Call for a Special Meeting.

<br />To the President, and Members of the Common Council of the City of South Bend, Indiana:
<br />Gentlemen:
<br />You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City
<br />of South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet
<br />in the Council Chamber, in the City Hall at the hour of 8 :00 P.M., on Monday, August.31st, 1959, for the purpose of
<br />considering the following ordinances, to -wit:
<br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL
<br />BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL
<br />YEAR BEGINNING JANUARY 1, 1960, AND ENDING DECEMBER 31, 1960, INCLUDING DEPARTMENTS,
<br />FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM
<br />FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK
<br />DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND
<br />URBAN REDEVELOPMENT COMMISSIONS: PROVIDING THAT SUCH APPROPIRATIONS SHALL INCLUDE
<br />ALL OUTSTANDING CLAIMS AND OBLIGATIONS; FIXING THE SALARIES OF ALL CITY OFFICIALS AND
<br />EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH:
<br />PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />ALSO
<br />AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1960 FOR THE CIVIL CITY OF SOUTH BEND,
<br />INDIANA.
<br />The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this
<br />notice on each and every member of the Common Council and make due return of such service of said Special Meeting.

<br />Councilman Muszynski made a motion that the call be accepted and placed on file. Councilman Glass seconded the
<br />motion. Motion carried.
<br />The Clerk then read the following which was set for public hearing:
