Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council <br />Chambers, City Hall, on Monday, July 27, 1959, at 10:41 P.M., with all members present except Councilman Muszynski. <br />The meeting was called to order by President Stanley C. Korpal, who presided. <br />ROLL CALL <br />PRESENT: Councilmen Korpal, Erhardt, Tellson, Christman, Kroll, Glass, Hahn and Erler. <br />ABSENT: Councilman Muszynski. <br />MINUTES: <br />REPORT OF COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected <br />the minutes of the previous meeting of the Council and found them correct. Councilman Kroll seconded the motion. <br />Motion carried. <br />COMMUNICATION <br />South Bend City Council <br />Dear Sir: <br />July 25, 1959 <br />The directors of St. Joseph County Farm Bureau met at a called meeting an unanimously voted to oppose the <br />establishing of a City- County Building Authority and we ask your body to consider our wishes. <br />Sincerely, <br />St. Joseph County Farm Bureau <br />/s/ Ardale Wever, Sec. <br />Councilman Glass made a motion that the communication be accepted and placed on file. Councilman Erler seconded the <br />motion. Motion carried. <br />COMMUNICATION <br />Honorable Edward F. Voorde, Mayor <br />Members of the Common Council <br />City of South Bend, Indiana <br />Gentlemen: <br />July 27, 1959 <br />The South Bend Civic Planning Association along with officials, citizens and other organizations, has recognized the <br />need for additional as well as modern office facilities for the operation of city government. <br />When the City - County Building Authority was proposed as a means of meeting the need, we, as you know, recommended <br />a committee of responsible citizens be appointed "to undertake the fact - finding, priority setting, and taxation <br />scheduling which are required" for any improvement. <br />In order to further implement the accomplishment of the proper planning that is necessary we suggest that you not only <br />take action to appoint this fact - finding committee but that there be included in the 1960 budget an appropriation of <br />$40,000. to cover the cost of an architect who would undertake the premilinary plans. In this way the actions of the <br />fact - finding committee may be backed up by specific forward progress during 1960 in alleviating the space problem of <br />our city government. <br />Respectfully, <br />SOUTH BEND CIVIC PLANNING ASSN. Motion carried. <br />DEPARTMENTAL REPORTS <br />REPORT OF PARK DEPARTMENT <br />The Common Council <br />City Hall <br />South Bend, Indiana <br />Gentlemen: <br />July 24, 1959 <br />This will acknowledge a notice from the City Clerk with reference to investigating an encroachment and injury to the <br />banks of the St. Joseph River by occupants of property located on the north side of Lincolnway East immediately east <br />of Twyckenham Drive. <br />This is to advise that the Department of Public Parks, in so far as we know, has no jurisdiction over private proper <br />located along the St. Joseph River. A study of the municipal code of South Bend, Chapter 24, which deals with St. <br />Joseph River matters, fails to disclose any jurisdiction by the Park Department. However, there does appear to be a <br />violation of the ordinance of 1916 numbered 255. <br />It is my opinion that this matter should be referred to your City Attorney and the Police Department for enforcement. <br />Very truly yours, <br />DEPARTMENT OF PUBLIC PARKS <br />/s /Ralph A.
