Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
<br />Chambers, City Hall, on Monday, May 25, 1959, at 11 :05 P.M., with all members present. The meeting was called to
<br />order by President Stanley C. Korpal, who presided.

<br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected
<br />the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be
<br />approved.

<br />Much has been said but nothing done to solve the daily burning of junk, rags, sweepings, wet grass, weeds, and even
<br />garpage that burn with a slow smothering smoking stinking fire for hours at a time especially at evenings and night.
<br />After sun down to send fumes into the rooms cuthing off fresh air and clothes drapes and bed clothes become saturated
<br />with such smoke. This is most effective from May until November.
<br />Along the alley between Oakwood and Lathrop there are about 15 or 16 common oil Brims with no ventilating holes in.
<br />These are used as burners instead of wire caging and grate. When the drum becomes loaded with sour stinking ashes a
<br />refuse, the trash hauler empties the contents for another charge. Last year we attended a council meeting and the
<br />Central fire department tried to get a voice in to eliminate this hazard but this soon died down. We have asked the
<br />Health department of their opinion but they had no authority so it still remains unsolved.
<br />The time has come to formulate an ordinance and enforce it. I suggest that every property owner or renter must pro-
<br />vide a wire cage burner and only burn trash between 7 o'clock in the morning and no later than 5 o'clock evening,
<br />and in event of ,a smudging smoke screen Continues, kill the smudge with water.
<br />I have no authority to tell others along the line what to do in this case. All these neighbors would become offended.
<br />They are all good citizens only they have the wrong equipment to handle trash and rubbish.
<br />To eliminate this offensive smudge burning. It is up to the Authority to enforce the law once it becomes effective.
<br />I therefore appeal to the City Council to enforce more sanitary measures.
