COMMITTEE OF THE WHOLE MEETING
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole, in
<br />the Council Chambers, City Hall, Monday, April 27, 1959, at 8 :05 P.M., with all members present. The meeting was
<br />called to order by Councilman Joseph T. Kroll, Chairman, who presided.
<br />AN ORDINANCE FIXING THE ANNUAL SALARIES, PAYABLE FROM THE GENERAL FUND, FOR OFFICERS
<br />OF THE CITY OF SOUTH BEND TO BE ELECTED FOR THE TERM COMMENCING JANUARY 1, 1960 AND
<br />FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT
<br />Proponents and opponents were given an opportunity to be heard on this Ordinance.
<br />Mr. Bruce Hammerschmidt, Attorney, 121 South Ellsworth Place, read the following:
<br />To Mayor Edward F. Voorde
<br />and the Common Council and
<br />the City of South Bend
<br />In accordance with the request of the Common Council of the City of South Bend, Mayor Voorde appointed the under-
<br />signed as a Citizens Committee to study and make recommendations relative to the salaries of the elected officials
<br />of the City of South Bend for the next ensuing four years, pursuant to House Enrolled Act No. 135 of the Indiana
<br />General Assembly of 1959.
<br />The Salary Citizens Committee has studied current salaries and council action in various cities of the State of
<br />Indiana, as well as salary figures recommended by the State Legislative Salary Committee. The Committee also has
<br />investigated salary increases received by the elected officials of the City of South Bend, and find that substantial
<br />increases were given to the Councilmen in 1956, and substantial increases given to the Mayor, Clerk and Judge
<br />effective January 1, 1958. Mayor Voorde also represented to the Committee that he believed that the present total
<br />salaries of the elected officials were, in his opinion, sufficient and satisfactory.
<br />The Committee therefore unanimously recommends the following salaries for the elected officials of the City of South
<br />Bend, to -wit:
<br />Mayor $13,200.
<br />City Clerk 8,200.
<br />City Judge 7,500.
<br />Be it further recommended by the Committee and concurred in by the Mayor, that the above salaries should be paid out
<br />of the civil city tax rate of the City of South Bend, only; and further, that the above salaries shall be payment
<br />in full for all services rendered by the above officials to the City of South Bend, and that in the event any
<br />additional compensation is paid by any city governmental subdivision or utility, that the above salaries shall be
<br />reduced by such compensation.

<br />Councilman Tellson made a motion that the report of the Committee be accepted and placed on file. Councilman Korpal
<br />seconded the motion. Motion carried.
<br />Councilman Tellson made a motion for a recess to discuss this report. Councilman Korpal seconded the motion.
<br />Motion carried. Council recessed at 8:12 P.M.
<br />Council reconvened at 8 :28 P.M.
<br />Councilman Tellson made a motion to amend Section 1. of the Ordinance in the following manner:
<br />Mayor $13,200.00
<br />City Clerk 8,200.00
<br />City Judge 7,500.00
<br />Members of Common Council 1,800.00 each
<br />And that there be added an additional paragraph to said section which shall read as follows:
<br />"That all of said salaries be paid out of the South Bend Civil City Tax Rate ".
<br />Councilman Muszynski seconded the motion. Motion carried.
<br />Councilman Erler made a motion that in the event any additional compensation is paid from Utilities, that the
<br />salary paid is to be reduced by the amount of said compensation. Councilman Christman seconded the motion. Motion
<br />lost.by a roll call vote of 5 nays, (Councilmen Korpal, Erhardt, Tellson, Kroll and Muszynski),'4 ayes (Councilmen
<br />Christman, Glass, Hahn and Erler).
<br />Councilman Korpal made a motion that the Ordinance, as amended in the Committee of the Whole, go to the Council
<br />as favorable. Councilman Muszynski seconded the motion. Motion carried by a voice vote.
<br />Councilman Christman stated that he felt the Council was not following the recommendations of the Citizens Committee.
<br />There being no further business before the Committee of the Whole, Councilman Hahn made a motion to adjourn.
<br />Councilman Korpal seconded the motion. Motion carried and the Committee of the Whole Meeting adjourned at 8:47 P.M.
