<br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Glass made a
<br />motion that the Ordinance go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried.

<br />AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING THE SUM OF ONE MILLION DOLLARS
<br />($1,000,000.00) TO BE APPLIED TO THE COST OF CONSTRUCTION, RE- CONSTRUCTION AND IMPROVEMENT OF
<br />STREETS, AND EXPENSES INCURRED IN CONIECTION THEREWITH.
<br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Muszynski made a motion
<br />to amend the Ordinance as follows:
<br />"That Section I of the above entitled ordinance be amended to read as follows:
<br />" Section I. That the sum of One Million Dollars ($1,000,000.00) be appropriated out of the proceeds
<br />of the bonds heretofore authorized to be issued by the Common Council designated as "City of South Bend,
<br />Municipal Bonds of 1959 ", for the use of the Board of Public Works and Safety in paying the cost of con-
<br />struction, re- construction and improvement of streets; that out of and from said sum of One Million Dollars,
<br />($1,000,000.00) there shall first be used by said Board of Public Works and Safety an amount thereof not
<br />exceeding Two Hundred Thousand Dollars ($200,000.00) in paying the cost of construction, re- construction
<br />and improvement of streets made necessary by the damage thereto occurring during the winter 1958 -1959;
<br />that from the sum remaining after paying such said cost so many of the following projects shall be con-
<br />structed as is possible within the limitations of the amount of money so remaining available for the
<br />purpose.

<br />ORDINANCE
<br />AN ORDINANCE AMENDING SECTIONS I, II, III, IV, VI AND VIII OF ORDINANCE NO. 4207 ENTITLED
<br />"AN ORDINANCE AUTHORIZING THE INCREASE OF SEWAGE SERVICE CHARGES TO ALL USERS OF CITY
<br />SEWER SERVICE OR CITY WATER SERVICE, FOR THE PURPOSE OF REPAIR AND /OR REPLACEMENT
<br />OF WATER SERVICE LINES, SHUT -OFF BOXES AND WATER METER MANHOLES.
<br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Counciman Korpal made a motion
<br />that Section 6 amending Section VIII of Ordinance No. 4207 authorizing the increase of sewage service charges to all
<br />users of City sewer service or City water service, for the purpose of repair and /or replacement of water service
<br />lines, shut -off foxes, and water meter manholes, be amended to include the following additional sentence:
<br />"That the Superintendent of the Sewage Treatment Plant shall submit to the Common Council
<br />of the Municipal City of South Bend a financial statement of the affairs of this fund at its
<br />second meeting of January of each year, which statement shall show the receipts for the year, as
<br />well as all expenditures. It shall further show an estimate of the expenditures for the ensuing
<br />year as well as an estimate of the increase or decrease of the insurance rate for said ensuing year."
