COMMITTEE OF THE WHOLE MEETING <br />SEPTEMBER 8, 1958 <br />Be-it remembered that the Common Council of the City of South Bend met in the Committee of the Whole in the <br />Council Chambers, Monday, September 8, 1958, at 8:12 P.M., with all members present. Councilman Carr, Chairman, <br />called the meeting to order and presided. <br />ORDINANCE <br />AN ORDINANCE TRANSFERRING FROM CITY PLAN COMMISSION ACCOUNT No. 241 - ADVERTISING AND <br />PUBLIC A TION OF NOTICES, $50.00; ACCOUNT NO. 242 - PRINTING, OTHER THAN OFFICE SUPPLIES, <br />$80.00; ACCOUNT NO. 331 - GASOLINE, $50.00; ACCOUNT NO. 51 - INSURANCE AND PREMIUMS, <br />$195.00; AND ACCOUNT NO. 725 - OFFICE EQUIPMENT, $350.00, TO CITY PLAN COMMISSION <br />ACCOUNT NO. 41 - BUILDING $250.00, AND ACCOUNT NO. 721 - FURNITURE AND FIXTURES, $475.00, <br />ALL OF THE BUDGET FOR THE YEAR 1958 OF THE CIVIL CITY OF SOUTH -BEND, INDIANA, AND DECLARING <br />AN EXTRAORDINARY EMERGENCY. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. <br />Councilman Glass made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded <br />the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE TRANSFERRING FROM THE PARKING METER FEES AND FUNDS THE SUM OF $15,250.00 <br />TO THE GENERAL FUND. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Petitions bearing 700 signatures <br />were filed by George Beamer, Attorney, in favor of the Ordinance. Coucnilma.n Erler made a motion.that.the above <br />Ordinance be considered with the following Ordinance since they both pertained to the same subject matter. Council- <br />man Hahn seconded the motion. Motion carried. <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $15,250.00 TO DEPARTMENT OF PUBLIC WORKS <br />AND SAFETY, SERVICES CONTRACTUAL, ACCOUNT NO. H266 PARKING SURVEY, ALL OF THE.BUDGET FOR THE <br />CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1958, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />Speaking in favor of the Ordinances were Mr. George Beamer, Attorney, representing the Down Town Council of Business <br />and Professional men; Mr. Phil Welber,_.Robertson Bros.; Mr..Robert'Fischgrund, Frances Shop; Mr. David Smith of <br />Smith's Photo Shop; and William R. Rasmussen, Merchant, member of the Down Town Council and past chairman of the .i <br />Retail Division of the Association of Commerce. <br />Remonstrances were filed by several Business Men's Associations and speaking against the Ordinances were Mr. Louis <br />C. Chapleau, Attorney; Mr. Nicholas Cholis, Attorney; Ernest Greenwood, Businessman; Rodney Moyer, Insurance; and <br />Mr. Lenn J. Oare, Attorney. <br />Councilman Kroll moved for a five minute recess. Councilman Tellson seconded the motion. Motion carried. <br />RECESS 9:28 P.M. to 9:33 P.M. <br />Councilman Glass moved that the Ordinances go to the Council as unfavorable. Councilman Christman seconded the <br />motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $79.82 TO OFFICE OF CITY JUDGE ACCOUNT <br />NO. E -725 OFFICE EQUIPMENT (Two Floor fans) ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH <br />BEND, INDIANA, FOR 1958, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Hahn made a motion <br />the Ordinance go to the Council as favorable. Councilman Korpal seconded the motion.
