Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council <br />Chambers in the City Hall, Monday, August 25, 1958, at 8:08 P.M., with all members present. The meeting was called <br />to order by President Stanley C. Korpal, President, who presided. <br />ROLL CALL OF MEMBERS: <br />PRESENT: Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski. <br />ABSENT: None. <br />REPORT OF COMMITTEE ON MINUTES: <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervison of the minutes would respectfully report that they have inspect <br />the minutes of the previous meeting of the Council and found them correct. CARR <br />South Bend, Ind., August 25, 1958 <br />Minutes of Meeting of August 11, 1958. <br />Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Hahn seconded the <br />motion. Motion carried. <br />ORDINANCES, FIRST AND SECOND READING: <br />AN ORDINANCE TRANSFERRING FROM THE PARKING METER FEES AND FUNDS THE SUM <br />OF $15,250.00 TO THE GENERAL FUND. <br />The Ordinance was given first reading by title and second reading in full. Councilman Kroll made a motion that the <br />Ordinance be set for public hearing on September 8, 1958. Councilman Muszynksi seconded the motion. Motion carried. <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $15,250 TO DEPARTMENT OF PUBLIC <br />WORKS AND SAFETY, SERVICES CONTRACTUAL, ACCOUNT NO. H266 PARKING SURVEY, ALL OF <br />THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1958, AND DECLARING AN <br />EXTRAORDINARY EMERGENCY. <br />The Ordinance was given first reading by title and second reading in full. Councilman Kroll made a motion that the <br />Ordinance be set for public hearing on September 8, 1958. Councilman Carr seconded the motion. Motion carried. <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $79.82 TO OFFICE OF CITY JUDGE <br />ACCOUNT NO. E -725 OFFICE EQUIPMENT (Two floor fans) ALL OF THE BUDGET FOR THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR 1958, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />The Ordinance was given first reading by title and second reading in full. Councilman Hahn made a Motion that the <br />Ordinance be set for public hearing on September 8, 1958. Councilman Carr seconded the motion. Motion carried. <br />The Regular Meeting then recessed at 8:15 P.M., to meet in the Committee of the Whole. <br />COMMITTEE OF THE WHOLE MEETING: <br />TIME• 8.20 <br />Be it remembered that the Committee of the Whole of:.-the Common Council met in the Council Chambers, Monday, August <br />25, 1958 at 8 :20 P.M., with all members present. Councilman Carr, Chairman, presided. <br />Chairman Carr introduced Mayor Voorde. <br />Mayor Voorde stated that they were meeting tonight to take final action on the Budget as presented and wished to <br />thank the Council for the time and effort expended in endeavoring to keep the Budget as low as possible. <br />Chairman Carr asked the Clerk to read Item One on the agenda for public hearing. <br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES <br />OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, <br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1959, INCLUDING DEPARTMENTS, FUNDS, <br />AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM <br />FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC <br />AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENISON FUNDS, AND <br />THE CITY PLAN AND URBAN REDEVELOPMENT COMMISSIONS: PROVIDING THAT SUCH <br />APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING <br />THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES <br />AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME <br />SHALL TAKE EFFECT. <br />The Clerk then read the Ordinance by title. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Mr. Howard Moore, President <br />of the South Bend Civic Planning Association presented copies of a prepared statement to the Councilmen, which he <br />then read aloud.. He commended the Council for their long and serous deliberation on the 1959 Budget and made <br />several recommendations relative to reducing the over -all Budget. He urged the Council to continue their analysis any <br />economy in the interests of good government. <br />The Budget was read in full and each departmental appropriation was considered individually. <br />OFFICE OF MAYOR <br />Councilman Kroll made a motion that the Budget for the Office of the Mayor be approved and go to the Council as <br />favorable. Councilman Muszynski seconded the motion. Motion carried. <br />OFFICE OF CONTROLLER <br />Councilman Muszynski made a motion to amend B -11, Salary of Second Deputy Controller, by striking $4,085.00, and <br />inserting $3,800.00. Councilman Kroll seconded the motion. Motion carried. Councilman Kroll then made a motion tha <br />the Budget for the Office of City Controller go to the Council favorable as amended.
