The Ordinance was given first reading by title and second reading in full. Councilman Kroll made a motion for suspension of rules. Councilman Hahn seconded the motion. Motion carried by a roll call vote of 7 ayes, 0 nays, 2 absent (Councilmen Carr and Erler). The Ordinance was then given third reading and passed by a roll call vote of 7 ayes, 0 nays, 2 absent (Councilmen Carr and Erler).
