REGULAR MEETING DECEMBER 13, 1971 <br />REGULAR MEETING - (CONT.) <br />COMMITTEE OF THE WHOLE MEETING - (Cont.) <br />ORDINANCE - (Cont.) <br />Morris Civic Auditorium, said there was more business in the auditorium (during October and <br />November) than was anticipated and we ran out of money for janitors; extra janitors had to be <br />hired to do the extra cleaning. James Bickel, City Controller, said it should be called to <br />mind that at the time the 1971 Budget was enacted, it reduced the number of janitors for the <br />Auditorium from two full -time janitors to only one, full-time. Miss Virginia Guthrie, Executive <br />Secretary of the South Bend Civic Planning Association, asked if there was enough business to <br />cover this extra employee next year as well as this year, in lieu of the auditorium being closed <br />for the installation of the new heating system. Mr. Jessup replied that there had been a 20% <br />increase in business and the new heating system would be installed during June and July which <br />is not the peak season, so no problems should arise. Councilman Craven commented that it was <br />customary for each department head to present such requests in writing with copies to all Counci <br />men. Mr. Jessup stated he was not aware of this practice but would act accordingly in the <br />future. Councilman Szymkowiak made a motion that the ordinance go to the Council as favorable, <br />seconded by Councilman Craven. Motion carried. <br />nRnTVAWrR <br />AN ORDINANCE AUTHORIZING THE EXECUTION OF A LEASE AND TRUST INDENTURE <br />AND THE ISSUANCE OF ECONOMIC DEVELOPMENT REVENUE BONDS PERTAINING TO <br />SERVICE PRINTERS INC. <br />Mr. Karl King, Jr., Mr. Joseph Dillon and Mr. Eugene Pajakowski of the Economic Development <br />Commission were present to speak in favor of the ordinance. Mr. King, spokesman for the group, <br />stated that, through the Commission, bonds up to an amount of $5,000,000 can be issued to help <br />industries locate or relocate in South Bend which will add to our economic status and at no <br />increase to the taxpayer. Miss Guthrie and Mrs. F; Mutz1, director of the Fair Tax Association, <br />were concerned that forcing people to relocate, in case they did not wish to do so, might be a <br />deterrent to more businesses locating in South Bend and they were also concerned that in some <br />way this might add to the burden of the taxpayer. Councilmen Laven, Craven, Allen and Szymkowiak <br />suggested that this plan should encourage businesses to come to South Bend instead of locating <br />elsewhere, adding to our economic growth by employing people, being productive, and eventually <br />decreasing the burden on the taxpayer by the taxes collected from such businesses. Councilman <br />Reinke made a motion the ordinance go to the Council as favorable, seconded by Councilman Palmer.' <br />Motion carried. <br />RISE AND REPORT TO COUNCIL <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to Council, so moved by Councilman Palmer and <br />seconded by Councilman Szymkowiak. Motion carried. The <br />meeting was called to order by Council President Laven who presided. <br />REPORT OF THE COMMITTEE ON MINUTES <br />Your Committee on the inspection and supervision of minutes would respectfully report that they <br />have inspected the minutes of the November 22, 1971 regular meeting of the Council and found <br />them correct. Palmer <br />CITIZENS REQUESTS - MISCELLANEOUS MATTERS <br />Miss Virginia Guthrie addressed the Council saying that since we are coming close to the termi- <br />nation of this Body, she wanted to thank the members of the Council and the City Clerk and her <br />staff for their splendid cooperation to the Civic Planning Association officers and staff and <br />wished all very Happy Holidays. Mr. Laven thanked her and wished the same for her and the <br />Association. <br />REPORT FROM THE CONTROLLER <br />A report from City Controller James A. Bickel, showing expenditures for the month of October <br />1971, was submitted to the Council. The report was accepted and placed on file. <br />Mr. Laven stated that Mrs. Allen had a request concerning the completeness of the report <br />concerning investments .'by the City; expenditures are listed but reports of earnings on in- <br />vestments were not. Mr. Laven asked the Clerk to direct correspondence to Mr. Bickel to pro- <br />vide each Council member with a status report on the investments of the City together with the <br />earnings.
