<br />duction, however, in the presentation to the Council it was indicated that the cost of the
<br />garbage collection is $9.00 per unit per year; the present collection is being made from 15,000
<br />of a possible 40,000 units. We know this is inefficient, therefore it is the recommendation of
<br />the Administration that the garbage collection be eliminated and proposed that the trash haulers
<br />pick up garbage as well as trash from the residents. Mr. Taylor then recommended reductions in
<br />personnel and moneys. Mr. Peter J. Nemeth, Jr., a South Bend Attorney representing the Inde-
<br />pendent Trash Haulers Association, conveyed the thanks of the Association for the action taken
<br />by the Council but stated that he was surprised by the announcement of the Administration as
<br />neither he nor the Association had received word of the proposed plan of the City. He said it
<br />was the purpose of the trash haulers not to fight with the City but to cooperate in this matter
<br />and it was correct that the independent trash haulers could pick up garbage as well as trash;
<br />adequate service can be given and there would be no trash emergency. Councilman Laven asked
<br />if the remaining four units of the City's Sanitation Department would pick up trash and garbage
<br />on a regular basis or by an on -call basis. Mr. Taylor replied it would be by on -call basis and
<br />the City's trash ordinance would also need to be changed. Councilman Laven recalled that the
<br />concept of this matter had been discussed. Councilman Reinke felt that the independent haulers
<br />could pick up everything, the trash and garbage hauling had been extensively discussed and the
<br />present program has not been re- evaluated; the problem cannot be solved with giving service to
<br />just several streets on specified days of the week. He said much consideration should be given
<br />to this problem. Councilman Janet Allen said that the Council never discussed cutting down and
<br />laying off any personnel and it certainly would not be an efficient program if it did not pro-
<br />perly operate; she opposed servicing of the down -town area solely.
<br />Councilman Janet Allen made a motion for a ten minute recess, seconded by Councilman Szymkowiak.

<br />Be it remembered that the Committee of the Whole of the Common Council of South Bend, Indiana
<br />reconvened in the Council Chambers of the County -City Building on Monday, August 30, 1971 at
<br />11:00 P.M. after a short recess. The meeting was called to order by Chairman William Grounds
<br />who presided.
<br />Budget for the Motor Vehicle Highway Department:
<br />Councilman Laven moved that there be no discussion on the M.V.H. budget, seconded by Councilman
<br />Zielinski. Motion carried.

<br />Councilman Reinke read the recommendations of the Council for reductions in this budget. Mr.
<br />James Seitz of the Park Department commented on the $25,000 reduction in Account 712 Other
<br />Structures stating this was originally intended for the restoration of Potawatomi Zoo. He said
<br />they were hopeful of making definite improvements in the present zoo; there is great public
<br />reaction and complaints on not taking care of the zoo properly. He mentioned there were new
<br />Federal requirements for inspection and he said he was fearful that the zoo cannot pass the
<br />standards. He stated the zoo should be a pride for South Bend as there are 250,000 visitors
<br />each year, including children, senior citizens, and people of all ages; and asked that the
<br />Council reconsider this cut. Councilman Janet Allen asked from what account the animals were
<br />purchased and Mr. Seitz named Account 726 Other Equipment. Councilman Laven asked if there
<br />could be a bond issue or a legislative change in this regard and Miss Guthrie asked if the City
<br />could accommodate such funding. Mrs. Wlodarski said the Fair Tax Association felt several posi-
<br />tions in Account 11 Services Personal could be eliminated, specifically supervisors; they felt
<br />reductions could be made from the present four Foremen III and the Custodian at Pinhook Park.
<br />Further they recommended reductions in Account 13 Extra and Overtime and Account 214 Telephone
