<br />COMMITTEE OF THE WHOLE MEETING - RECONVENED
<br />Be it remembered that the Committee of the Whole of the Common Council of South Bend, Indiana
<br />reconvened in the Council Chambers of the County -City Building on Monday, August 30, 1971 at
<br />9:05 P.M. after a short recess. The meeting was called to order by the Chairman William Grounds
<br />who presided.

<br />Councilman Reinke reported reductions totaling $16,910.00 for this department. Mrs. Wlodarski
<br />questioned the $9,700 reduction in Account P -265 Other Contractual Services. It was explained
<br />that this was deleted because the two matrons in the jail were no longer needed. Miss Guthrie
<br />repeated that the program of two Officers in Training, six Recruits, and the Police Cadets was
<br />a duplication. Mr. Crumpacker said the staff of patrolmen was reduced from 27 to 25 and the
<br />cadet corps was only 36 men instead of the originally planned 48. Police Chief Loren Bussert
<br />explained that cadets were high school graduates who were minors and would be in training for
<br />a period of 4 years and they had reduced the figure from 12 to 9 to allow for returning military
<br />veterans who are interested in joining the police force and would be in the recruit program
<br />and are not appointed as officers until after training in the class room. He said Officers in
<br />Training are appointees with a year of on -the- street experience. Miss Guthrie asked how many
<br />persons this program would increase the present force of the police department and Councilman
<br />Reinke replied it would be an increase of one officer. Councilman Laven questioned Account P -12
<br />Special Compensation and asked for a breakdown of court time and service pay. Chief Bussert
<br />listed 7,000 hours at a cost of $51,000 for court time and $122,000 for computer time; and re-
<br />ported that, as of August, $60,000 will be needed in Account P -11 to pay salaries and that
<br />Account P -12 will expend $86,500. He said that court time costs had increased from $4.00 to
<br />$5.00 per hour and listed the following breakdown: Court time, $35,000; holiday pay, $48,000;
<br />night incentive, overtime and crossing guards, $6,000 - Total $89,000. Councilman Laven asked
<br />the rate of holiday pay and Chief Bussert specified $32.00 per day per man. Councilman Laven
<br />noted that the amount of holiday pay was listed as $42,000 and proposed as $48,000. Police
<br />Captain Harold McMichael noted the department had not used the amount of money they had expected,
<br />Chief Bussert said if they were sure that next year would be as quiet as this year has been it
<br />would not be difficult to project expenditures, but they must be prepared for the unexpected.
<br />Mrs. Wlodarski asked how the police dogs were purchased and where in the budget they were in-
<br />cluded. Chief Bussert said that the dogs have been donated but the police department must train
<br />and maintain them. Miss Guthrie questioned Account P -726 Other Equipment. Chief Bussert said
<br />the department needs and uses 2 electric typewriters, 5 manual typewriters, plus $500 for file
<br />cabinets, chairs, etc. He said the department prolongs buying items as long as possible but
<br />the department is a 24 -hour per day, 7 -day per week function and must give service.

<br />Councilman Reinke stated that the Council's original recommendation was to cut $1,500 from
<br />Account Q -251 Repairs of Buildings and Structures. Miss Guthrie questioned Q -12 Recall Pay and
<br />Holiday Pay. Fire Chief Joseph Zurat stated that recall pay was $5.00 per hour and it recently
<br />was necessary to recall 30 men at the $5.00 figure for a period of three hours. He stated that
<br />this budget was figured as closely as possible and that it should stay as submitted. Miss
<br />Guthrie questioned Q -722 Motor Equipment. Chief Zurat said $20,000 was for a water tanker for
<br />Station No. 10 on Ireland Road. He said they would like to have a "Squirt" also but it was
<br />priced too high at $60,000; a new pumper at $50,000 is also needed, the present one is 21 years
<br />old and 15 years is the recommended time limit for such equipment. Chief Zurat also noted ex-
<br />penditures for the telephone alarm system which he felt was worth the price as only 5 false
<br />alarms were answered since installation of the new system as compared to many with the old
<br />system. Councilman Walter Szymkowiak asked if there. were any plans to buy a new ambulet; he
<br />said many citizens had questioned him about an ambulet with air conditioning because certain
<br />emergency patients needed the facilities of air conditioning. Chief Zurat said three ambulets
<br />were now in service and any new ambulets purchased would be air conditioned. Councilman Laven
<br />questioned the length of service for the cars and asked how many pick -up trucks were in the
<br />department. Chief Zurat said cars were replaced after 5 years and the department now had only
<br />one pick -up truck. Miss Guthrie asked about the rescue truck. Chief Zurat said the rescue
<br />truck works well, gives more power and with it in use, it is not necessary to tie up a pumper.
