REGULAR MEETING <br />JULY 26, 1971 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council <br />Chambers in the County -City Building on Monday, July 26, 1971, at 8:15 P.M., with eight members <br />present, one member absent. The meeting was called to order by Council President Robert O. <br />Laven. The invocation was given by Reverend Fred Feidler, Lutheran Bethany Church, 5302 West <br />Sample Street, South Bend, Indiana. <br />ROLL CALL <br />PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, <br />Wise and Palmer. <br />ABSENT: Councilman Zielinski <br />Council President Robert O. Laven stated that he was pleased at the large crowd attending the <br />meeting for public hearings but that there would be no discussion nor action concerning the sub- <br />ject of trash hauling for the City of South Bend. Those attending the meeting in that interest <br />could feel free to leave without fear of missing possible argument in that cause. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />Council President Laven entertained a motion to resolve the Council into the Committee of the <br />Whole on the state of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Grounds so moved and Councilman Craven seconded the <br />motion. Motion carried. Time: 8:25 P.M. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Com- <br />mittee of the Whole in the Council Chambers of the County -City Building on Monday, July 26, 1971 <br />at 8:26 P.M., eight members present, one member absent. The meeting was called to order by <br />Chairman William W. Grounds who presided. <br />ORDINANCE <br />AN ORDINANCE AMENDING CHAPTER 40 OF THE MUNICIPAL CODE OF <br />THE CITY OF SOUTH BEND, INDIANA, 1963, ALSO KNOWN AS <br />ORDINANCE NO. 3702 AS AMENDED, THE ZONING ORDINANCES OF <br />THE CITY OF SOUTH BEND, INDIANA. <br />(123 East Ireland Road) <br />Atty: Bruce Stewart <br />This being the time heretofore set for the continuation from the July 12, 1971 meeting on the <br />above ordinance, proponents and opponents werb given an opportunity to be heard thereon. This <br />ordinance proposes that land at 123 East Ireland, Road South Bend, Indiana be rezoned fxo m "A" <br />Residential to "C" Commercial. Attorney Bruce Stewart, representing Helen Basset Bartol, et al, <br />stated that he had submitted to the Area Plan Commission a drawing showing dry wells in required <br />capacity of 8.117 gallons and were indeed adequate to provide 8,300 gallons for drainage capa- <br />city, five wells provided; and that the plan was approved by the Area Plan Commission. Council- <br />man Laven specified that this ordinance needed amendment and made a motion to change the o <br />M <br />nance in accordance with site development plan. The motion was seconded by Councilman Wise.carr carri <br />Councilman Laven then made a motion that the ordinance be approved as amended, seconded by <br />Councilman Palmer. Motion carried. 8 ayes, 0 nays, 1 absent (Councilman Zielinski). <br />
