X01 6 <br />SPECIAL MEETING JUNE 3, 1971 <br />SPECIAL MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special <br />Session in the County -City Building, in the Council Chambers on June 3, 1971, at 8:00 A. M. <br />The meeting was called to order by Council President Robert 0. Laven, who presided. The <br />Clerk was instructed to read the Notice of Special Meeting of the Common Council that was <br />received by each Councilman. <br />NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL <br />You are hereby notified that there will be a "Special Meeting" of the Common Council of the <br />City of South Bend, Indiana, on the 3rd day of June, 1971, at 8:00 A.M., local time, in the <br />Council Chambers, County -City Building, for the purpose of: <br />RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED <br />STATES OF AMERICA, FOR A GRANT UNDER P. Gargis #187 <br />Member of the South Bend Police Department <br />ROLL CALL <br />PRESENT: Councilmen Laven, Allen,,Rei_nke, Craven, Grounds, Wise, Palmer and Szymkowiak <br />ABSENT: Councilman Zi.eli_nski <br />RESOLUTION NO. 276 -71 <br />RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED <br />STATES OF AMERICA, FOR A GRANT UNDER P. L. 89 -117 <br />WHEREAS, pursuant to P. L. 89 -117 the United States of America has authorized the <br />making of grants to public bodies to aid in financing the construction of basic water and <br />sewer projects: <br />NOW, THEREFORE, be it resolved by the Common Council of the City of South Bend, <br />Indiana: <br />1. That Lloyd M. Allen, Mayor of South Bend, Indiana be and he is hereby authorized <br />to execute and file an application on behalf of the City of South Bend, Indiana with the De- <br />partment of Housing and Urban Development, United States Government, for a grant to aid in <br />financing the construction of a separated storm and sanitary sewer system in the South Bend <br />Model Cities area, and an assurance of compliance with the Department of Housing and Urban <br />Development regulations under Title VI of the Civil Rights Act of 1964. <br />2. That Lloyd M. Allen, Mayor of South Bend be and he is hereby authorized and <br />directed to furnish such information as the Department of Housing and Urban Development may <br />reasonably request in connection with the application which is herein authorized to be filed. <br />/s/ Walter M. David Wells, Sanitation Engineer, <br />spoke briefly of the denial of the application for the Clyde Creek area and that we are sub- <br />mitting full application on this project to end pollution of the St. Joseph River as the Citv <br />is under mandate to do so. Estimated cost for the construction of the Model Cities separate <br />storm water sewer is $1,053,060. <br />Councilman Grounds made a motion for the adoption of the resolution, seconded. by Councilman <br />Szymkowiak. Motion was carried by a roll call vote. 8 ayes (Councilmen Laven, Allen, Reinke, <br />Craven, Grounds, Szymkowiak, Wise and Palmer) 0 nays 1 absent (Councilman Zielinski) <br />The resolution bei_na passed and there being no further business before the Council, Councilman <br />Craven moved for adjournment, seconded by Councilman Palmer.
