COMMITTEE OF THE WHOLE MEETING FEBRUARY 22, 1971 <br />REGULAR MEETING <br />FEBRUARY 22, 1971 <br />505 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council <br />Chambers in the County -City Building on Monday, February 22, 1971 at 8:00 p. m.,with all <br />members present. The meeting was called to order by Council President Robert O. Laven. The <br />invocation was given by Reverend Stanley M. Dodgson, First Baptist Church, 3010 S. Ironwood Drive, <br />South Bend, Indiana. <br />ROLL CALL <br />PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak <br />Wise, Palmer and Zielinski <br />ABSENT: None <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />Council President Laven entertained a motion to resolve the Council into the Committee of the <br />Whole on the state of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Grounds so moved and Councilman Reinke seconded the <br />motion. Motion carried. Time: 8:02 p. m. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee <br />of the Whole in the Council Chambers of the County -City Building on Monday, February 22, 1971, at <br />8:03 p. m., all members present. The meeting was called to order by Chairman William W. Grounds; <br />who presided. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION <br />FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE <br />AMOUNT OF $70,000.00 TO ACCOUNT MVH -42, <br />"STREET AND ALLEY MATERIALS" IN THE MOTOR <br />VEHICLE HIGHWAY FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. City Engineer Lloyd S. Taylor said the <br />surplus amount of $70,000 is from the fund derived from various Indiana motor vehicles taxes and <br />cannot be used until appropriated. He stated the amount in the 1971 budget for buying street and <br />alley materials is $155,000, however, this additional money will not finance all the street <br />improvement work the city plan to do next summer. He said last year's street and alley material <br />budget amount was $240,000 fortreet sealing and repair program. Councilman Reinke made a <br />motion, seconded by Councilman Szymkowiak, that the ordinance go.to the Council as favorable. <br />Motion carried. 9 ayes, 0 nays, 0 absent. <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to the Council.
