<br />COMMITTEE OF THE WHOLE MEETING
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the County -
<br />City Building, in the Committee of the Whole, in the Council Chambers on Monday, November 9,
<br />1970 at 8:12 p.m., all members present. The meeting was called to order by Councilman William
<br />W. Grounds, who presided.
<br />ORDINANCE
<br />AN ORDINANCE FOR ADDITIONAL APPROPRIATION
<br />FROM THE GENERAL FUND IN THE AMOUNT OF
<br />$2,500.00 TO ACCOUNT T -726, "OTHER EQUIP-
<br />MENT", IN THE BUDGET OF THE TRAFFIC DEPARTMENT AND ALL "
<br />BEING WITHIN THE GENERAL FUND.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. City Engineer Lloyd Taylor spoke on
<br />behalf of Mr. Clem Hazinski, Traffic Engineer, who was unable to attend the meeting. Mr. Taylor
<br />said this amount is for the purchase of parts for traffic signals. This amount, he stated,
<br />represented money collected in claims from motorists who damaged traffic signals in the first
<br />seven months of the year, therefore, the amount must be transferred back into the fund. Council-
<br />man Szymkowiak made a motion, seconded by Councilman Palmer, that the ordinance go to the Council
<br />as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.

<br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO
<br />ACCOUNT MVH -13 "SERVICES PERSONAL - EXTRA AND
<br />OVERTIME" IN THE AMOUNT OF'$6,000.00, AND TO
<br />ACCOUNT MVH -722 "MOTOR EQUIPMENT" IN THE AMOUNT
<br />OF $7,000.00 AND THE TRANSFER OF SAID SUMS FROM
<br />ACCOUNT MVH -11 "SERVICES PERSONAL - ADMINISTRATIVE
<br />ALL BEING IN THE MOTOR VEHICLE HIGHWAY DEPARTMENT
<br />AND ALL BEING WITHIN THE GENERAL FUND
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Street Commissioner R. B. Gartner
<br />explained the need for the appropriation. He stated adoption of the ordinance would provide
<br />for overtime pay for the night force used in the downtown resurfacing of streets and the $7,000.0
<br />would pay for snow blades and salt spreading equipment for new trucks. Mr. Gartner said they
<br />are now preparing the trucks for the winter weather. Councilman Reinke made a motion, seconded
<br />by Councilman Palmer, that the ordinance go to the Council as favorable. Motion carried. 9 ayes,
<br />0 nays, 0 absent.
<br />ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />WASTEWATER TREATMENT PLANT OF SOUTH BEND,
<br />INDIANA AND DEEDS EQUIPMENT COMPANY, INC.,
<br />LAWRENCE, INDIANA, FOR THE PURCHASE OF ONE (1)
<br />USED SHIELD BANTAM TRUCK CRANE AND EQUIPMENT IN
<br />THE AMOUNT OF $8,000.00.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities,
<br />explained the need for the approval of the contract. He said it would enable the purchase of
<br />a used truck - mounted crane. He also said a new crane would be quite expensive, perhaps $20,000.0
<br />Councilman Wise made a motion, seconded by Councilman Craven, that the ordinance go to the
<br />Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.

<br />AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL
<br />CITY OF SOUTH BEND, INDIANA, GENERALLY DESCRIBED
<br />AS LYING NORTH OF EDISON ROAD AND WEST OF SOUTH
<br />BEND AVENUE (Rapper i Petition)
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard thereon. There being no remonstrators against
<br />the annexation, Councilman Szymkowiak made a motion, seconded by Councilman Reinke, that the
<br />ordinance go to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent.
