Gantert #172 <br />Member of the South Bend Police Department <br />Council President Laven entertained a motion to resolve the Council into the Committee of the <br />Whole on the state of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Zielinski so moved and Councilman Craven seconded <br />the motion. Motion carried. Time: 8:15 p.m. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee <br />of the Whole in the Council Chambers of the County -City Building on Monday, August 31, 1970, at <br />8:16 p.m., all members present. The meeting was called to order by Chairman William W. Grounds, <br />who presided. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF <br />THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, <br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1971, AND <br />ENDING DECEMBER 31, 1971, INCLUDING ALL OUTSTANDING <br />CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE-SAME <br />SHALL TAKE EFFECT. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Mayor Lloyd M. Allen addressed the <br />Council. He stated that 51916 of the increased spending level recommended by the administration <br />is in the Department of Public Safety. He noted his recommendations,since the submission of the <br />budget to the Council, in the various departments where reductions could be made. He thanked <br />the large group of taxpayers for attending the public hearing and observed that preparation of <br />budgets to strike a balance between what the community can afford and what the city needs is an <br />onerous task.
