COMMITTEE OF THE WHOLE MEETING AUGUST 24, 1970 <br />IICOMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee <br />of the Whole in the Council Chambers of the County -City Building on Monday, August 24, 1970, at <br />8: 11 p.m., all members present. The meeting was called to order by Chairman William W. Grounds, <br />who presided. <br />11 ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE <br />AMOUNT OF $4,000.00 FROM ACCOUNT Q -11, "SERVICES <br />PERSONAL ", TO ACCOUNT Q -43, "REPAIR PARTS ", IN THE <br />FIRE DEPARTMENT BUDGET, ALL BEING WITHIN THE GENERAL <br />FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Chief Busfield spoke on behalf of the <br />Ordinance. He stated the appropriation was needed by the Fire Department for repair parts. <br />Councilman Palmer made a motion, seconded by Councilman Craven, that the ordinance go to the <br />Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE <br />AMOUNT OF $22,000.00 FROM THE GENERAL FUND TO ACCOUNT <br />U -214, "TELEPHONE AND TELEGRAPH" IN THE AMOUNT OF <br />$7,000.00, TO ACCOUNT U -252, "REPAIR OF EQUIPMENT" IN <br />THE AMOUNT OF $10,000.00 AND TO ACCOUNT U -324, "OTHER <br />GARAGE AND MOTOR SUPPLIES" IN THE AMOUNT OF $5,000.00 <br />ALL BEING WITHIN THE GENERAL FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Mr. Richard J. Duck, manager of the <br />Municipal Services Facility, stated the appropriation was needed for telephone and telegraph, <br />repair of equipment and other garage and motor supplies. He said the cost of moving the central <br />telephone service from the Municipal building to the new County -City Building was higher than <br />anticipated and that repairs of equipment ran higher than expected. Miss Virginia Guthrie, <br />Executive Secretary of the South Bend Civic Planning Association questioned Mr. Duck on several <br />amounts. He stated that when equipment is busted up and worn out it has to be replaced. Council- <br />man Laven made a motion to amend the ordinance as follows: <br />In the title of the Ordinance, the amount $22,000.00 be <br />changed to $19,000.00. <br />To Acct. U -252, "Repair of Equipment" the amount be <br />changed from $10,000.00 to $8,000.00. <br />To Acct. U -324, "Other Garage & Motor Supplies" the amount <br />be changed from $5,000.00 to $4,000.00. <br />In the body of the Ordinance the same amounts be changed <br />as stated above. <br />Councilman Wise seconded Councilman Laven's motion. Motion carried. 9 ayes, 0 nays, 0 absent <br />Councilman Laven made a motion, seconded by Councilman Palmer, that the Ordinance go to the <br />Council favorable as amended. Motion carried. 9 aves. 0 nays. 0 absent. <br />nRnTNANrR <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER <br />TREATMENT PLANT OF SOUTH BEND, INDIANA AND E. L. ZIMMERMAN <br />CO., INC. OF MISHAWAKA, INDIANA, FOR FURNISHING AND <br />INSTALLING PIPING, VALVES, ETC., FOR SLUDGE DRAW OFF <br />DIGESTER NO. 3, IN THE AMOUNT OF $16,405.00. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director or Utilities, <br />explained the contract was for furnishing and installing piping, valves, etc., for Sludge Draw - <br />off Digester No. 3. He said this is part of a long -range plan to expand and improve the sewage <br />plant. Councilman Reinke made a motion, seconded by Councilman Zielinski, that the Ordinance go <br />to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent. <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to the Council.
