OCTOBER 27, 1969 REGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers in City Hall on Monday, October 27, 1969 at 8:02 p.m., with all members present. The meeting was called to order by Council President Robert 0. Laven. The invocation was given by Reverend Henry Zych, Assistant, St. Joseph Church, 226 N. Hill Street, South Bend, Indiana. ROLL CALL PRESENT Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer and Zielinski ABSENT None Council President Laven entertained a motion to resolve the - Council into the Committee of the Whole on the state of the City to consider the items listed on the agenda for the consideration of the Committee of the Whole. Councilman Grounds made a motion to return to the Committee of the Whole. Councilman Reinke seconded the motion. Motion carried. COMMITTEE OF THE WHOLE MEETING Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee of the Whole in the Council Chambers of City Hall on Monday, October 27, 1969, at 8:10 p.m., all members present. The meeting was called to order by Chairman William W. Grounds, who presided ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE GENERAL FUND IN THE AMOUNT OF $2302.95 TO ACCOUNT P -722, "MOTOR EQUIPMENT" IN THE SOUTH BEND POLICE DEPARTMENT. This being the time he set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Police Chief Loren Bussert spoke in favor of the Ordinance, explaining that the request for the fund transfer was being made for the purchase of a new motorcycle to replace one that was damaged in an accident. Councilman Wise made a motion that the Ordinance go to the Council as favorable. Councilman Craven seconded the motion. Motion carried. ORDINANCE ' AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT P -.252, "REPAIRS OF EQUIPMENT ", IN THE AMOUNT OF $2,000.00 AND THE TRANSFER OF SAID SUM FROM ACCOUNT P -11, "SERVICES PERSONAL ", AND AN ADDITIONAL APPROPRIATION TO ACCOUNT P -361, "PHOTO SUPPLIES ", IN THE AMOUNT OF $600.00, AND THE TRANSFER OF SAID SUM FROM ACCOUNT P -11, "SERVICES PERSONAL" IN THE POLICE DEPARTMENT, ALL BEING WITHIN THE GENERAL FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Police Chief Loren Bussert explained that the transfer of funds should carry the account through the remainder of the year. He said the demands from the numerous departments within the City for services rendered for Zerox and micro -film work have exceeded the Police Department's allowance for this year. He also stated that the charges for these services go into the General Fund. The department has also had heavy repair requirements. Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman Craven seconded the motion. Motion carried.
