OCTOBER 27, 1969 <br />REGULAR MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council <br />Chambers in City Hall on Monday, October 27, 1969 at 8:02 p.m., with all members present. The <br />meeting was called to order by Council President Robert 0. Laven. The invocation was given by <br />Reverend Henry Zych, Assistant, St. Joseph Church, 226 N. Hill Street, South Bend, Indiana. <br />ROLL CALL <br />PRESENT Councilmen Laven, Allen, Craven, Reinke, <br />Grounds, Szymkowiak, Wise, Palmer and <br />Zielinski <br />ABSENT None <br />Council President Laven entertained a motion to resolve the - Council into the Committee of the <br />Whole on the state of the City to consider the items listed on the agenda for the consideration <br />of the Committee of the Whole. Councilman Grounds made a motion to return to the Committee of <br />the Whole. Councilman Reinke seconded the motion. Motion carried. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee <br />of the Whole in the Council Chambers of City Hall on Monday, October 27, 1969, at 8:10 p.m., <br />all members present. The meeting was called to order by Chairman William W. Grounds, who presided <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE <br />GENERAL FUND IN THE AMOUNT OF $2302.95 TO ACCOUNT P -722, <br />"MOTOR EQUIPMENT" IN THE SOUTH BEND POLICE DEPARTMENT. <br />This being the time he set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Police Chief Loren Bussert spoke in <br />favor of the Ordinance, explaining that the request for the fund transfer was being made for the <br />purchase of a new motorcycle to replace one that was damaged in an accident. Councilman Wise <br />made a motion that the Ordinance go to the Council as favorable. Councilman Craven seconded the <br />motion. Motion carried. <br />ORDINANCE ' <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT <br />P -.252, "REPAIRS OF EQUIPMENT ", IN THE AMOUNT OF $2,000.00 <br />AND THE TRANSFER OF SAID SUM FROM ACCOUNT P -11, "SERVICES <br />PERSONAL ", AND AN ADDITIONAL APPROPRIATION TO ACCOUNT <br />P -361, "PHOTO SUPPLIES ", IN THE AMOUNT OF $600.00, AND <br />THE TRANSFER OF SAID SUM FROM ACCOUNT P -11, "SERVICES PERSONAL" <br />IN THE POLICE DEPARTMENT, ALL BEING WITHIN THE GENERAL FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Police Chief Loren Bussert explained <br />that the transfer of funds should carry the account through the remainder of the year. He said <br />the demands from the numerous departments within the City for services rendered for Zerox and <br />micro -film work have exceeded the Police Department's allowance for this year. He also stated <br />that the charges for these services go into the General Fund. The department has also had heavy <br />repair requirements. <br />Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman <br />Craven seconded the motion. Motion carried. <br />
