0134: <br />REGULAR MEETING MARCH 10, 1969 <br />IIRESOLUTION NO. 206 -69 (Continued) <br />the Demonstration Cities and Metropolitan Development Act of 1966 to make grants <br />to, and contract with, City Demonstration programs; and <br />WHEREAS, the Secretary has authorized a lessor amount for such program than was <br />previously approved by the Common Council, thereby necessitating a revised <br />budget, and a revised work program; <br />NOW,THEREFORE, be it resolved that the Common <br />changes in the budget and work program and the <br />for the comprehensive demonstration program. <br />Adopted this 10th day of March, 1969 <br />Council approves the proposed <br />proposed administrative structure <br />/s/ Walter M. Szymkowiak <br />A Member of The Common Council <br />of the City of South Bend, Indiana <br />A Public Hearing was held on the Resolution at this time. Speaking in favor of the Resolution <br />Mr. Charles Lennon, Executive Director of the Model Neighborhood Program outlined the <br />progress made so far and stated that the revised work program has been set up on a month by <br />month basis. The Federal Government approved a $167,000 one -year plan budget, of which $134,000.01 <br />will come from federal grants and $41,500 in local non -cash contributions. A 60 -man model plan <br />'F agency; 36 elected from the neighborhood,and 24 city -wide representatives, will be appointed <br />by ;the Mayor. :The election will take place Wednesday, April 2, 1969. The planning will be done <br />from March 15 this year to March 15, 1970. This is a neighborhood improvement plan project which <br />involves an area more than a square mile extending west from William St. to Bendix Drive. <br />Councilman Reinke inquired of Councilman Laven whether the Council has control over the program <br />budget. Councilman Laven stated the Council will make the final decisions on expenditures. <br />Printed notices are being mailed to the residents explaining the program and urging them to <br />participate in the election. <br />Virginia Guthrie, Civic Planning Association representative, stated that she had not.had suffi- <br />cient time to study the documentation that Mr. Lennon had provided for the Council. Councilman <br />Reinke made a motion that a 10- minute recess be taken at this time so Miss Guthrie could review <br />the budget. Councilman Craven seconded the motion. Motion Carried. Time: 8:37 p.m. <br />The meeting of the Common Council reconvened at 8:41 p.m. President Robert O. Laven presided. <br />Miss Guthrie said she understood the resolution was going to be passed at this time but she said <br />that in the future she would like to receive a copy of this type of information before each <br />meeting so she could study it more closely. Councilman Allen voiced her disapproval of the <br />large sum of money being spent for travel expenses by the staff. Councilman Reinke asked who <br />would set guide lines as to what officials would be paid for mileage. Mr. Lennon said the Board <br />would set the guide lines. Councilman Laven said a requirement of this Board or agency would <br />be to submit vouchers in the normal city procedure. <br />Councilman Laven stated that Mr. Lennon had done a difficult job very well and wished him well <br />in his program. Councilman Szymkowiak promised he would work closely with Mr. Lennon. <br />Councilman Szymkowiak made a motion that the Resolution be adopted by a roll call vote. Council- <br />man Wise seconded the motion. Motion carried. 9 ayes (Councilmen Allen, Craven, Grounds, <br />Laven, Palmer, Reinke, Szymkowiak, Wise and Zielinski.) 0 nays. 0 absent. <br />RESOLUTIONS <br />IRESOLUTION NO. 207 -69 <br />RESOLUTION RELATIVE TO IMPROVEMENT PROGRAM <br />IN AN AREA OF THE SOUTHEAST PART OF THE CITY <br />WHEREAS, the Neighborhood Analysis recently prepared by the Area Plan <br />Commission, recommends various governmental action to arrest blight and deteriora- <br />tion within the City of South Bend, and <br />WHEREAS, said Neighborhood Analysis designates the general area south of <br />the central businesstas requiring immediate attention, and <br />WHEREAS, the Common Council recognizes that a program should be undertaken <br />to rehabilitate and renew this area: <br />NOW, THEREFORE, the Common Council requests the Redevelopment Commission to <br />initiate steps to investigate and develop an application for a Neighborhood <br />Development Program covering the general area located south of the central busi- <br />ness district with priority consideration given to the area generally referred to <br />as the Ohio - Keasey area. <br />4 district <br />Adopted this 10th day of March , 1969 <br />/s/ Robert O.
