, d <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend,Indiana met in the Committee <br />of the Whole in the Council Chambers of City Hall on Monday, March 10, 1969, at 8:00 p.m., <br />with all members present. The Invocation was given by Reverend Stephen Kalabany, Memorial <br />Presbyterian Church, 1836 Portage Avenue, South Bend, Indiana. The meeting was called to order <br />by Chairman William W. Grounds. <br />OPn TMAMrT? <br />AN ORDINANCE OF THE_.CITY- OF.SOUTH BEND, INDIANA AUTHORIZING <br />THE MAKING OF A TEMPORARY LOAN FOR THE GENERAL FUND AND THE <br />ISSUANCE AND SALE OF WARRANTS OF THE CITY FOR SUCH.PURPOSE. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon, Deputy Controller, James R. Borror <br />gave the following recommendation relative to the making of the temporary loan for the General <br />Fund of the City: <br />TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: <br />There are insufficient funds in the General Fund of the City to meet operating needs which are <br />included in the regular budget and appropriation adopted for the year 1969, which are required <br />to be met prior to the receipt of taxes in the year 1969. It will be necessary to authorize <br />and to make a temporary loan for the General Fund in the amount not exceeding $700,000.00 and <br />I recommend that a temporary loan be authorized for the General Fund in the amount not to <br />exceed $700,000.00, and that the warrants evidencing said loan be made payable on or before <br />June 30, 1969. <br />The net assessed valuation of taxable property in the City, as shown by the assessment made <br />for City and County taxes in the year 1968, is in the amount of$241,060,190. The tax levy <br />made for the General Fund for the year 1969 was 2.35 on each $100.00 taxable valuation, and <br />I estimate that the total amount to be received from such tax levy will be approximately <br />$5,664,914.48. <br />Councilman Szymkowiak made a motion that the Ordinance go to the Council as favorable. <br />Councilman Allen seconded the motion. Motion carried. <br />nPnTMAWrV.. <br />AN ORDINANCE APPROVING CONTRACTS BETWEEN THE WASTEWATER TREATMENT <br />PLANT OF THE CITY OF SOUTH BEND, INDIANA, AND VARIOUS SUPPLIERS <br />FOR THE PURCHASE OF EQUIPMENT TOTALING $8,670.83. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents <br />and opponents were given an opportunity to be heard thereon. Speaking in favor of the ordinance <br />was John Hunter, Water Works Superintendent, Councilman Reinke requested`an up -to -date list <br />of equipment now being used by both the Wastewater Plant and Water Works. Mr. Hunter agreed <br />to supply the list for the Council. Councilman Szymkowiak made a motion that the Ordinance <br />go to the Council as favorable. Councilman Reinke seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROVING CONTRACTS BETWEEN THE WATER WORKS <br />OF THE CITY OF SOUTH BEND, INDIANA, AND VARIOUS SUPPLIERS <br />FOR THE PURCHASE OF EQUIPMENT TOTALING $9,712.31. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents <br />and opponents were given an opportunity to be heard thereon. Speaking in favor of the ordinance <br />was John Hunter, Water Works Superintendent. He answered various questions directed to him <br />by members of the Council. Councilman Reinke made a motion that the Ordinance go to the <br />Council as favorable. Councilman Zielinski seconded the motion. Motion carried. <br />There being no further business before the Committee of the Whole, Councilman Palmer, made <br />a motion to rise and report to the Council.
