SPECIAL MEETING
<br />OCTOBER 21, 1968
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session pursuant to
<br />call of Special Meeting in accordance with law in City Hall on Monday, October 21, 1968, at 8:10 P.M., in the
<br />Council Chambers. The meeting was called to order by Robert 0. Laven, President.
<br />ROLL CALL
<br />PRESENT Councilmen Laven, Allen, Craven, Reinke, Grounds,
<br />Szymkowiak, Wise, Palmer, and Zielinski.
<br />ABSENT None.
<br />Robert 0. Laven, President, stated that the purpose of the Special Meeting was to conduct a public hearing on
<br />a proposed Cumulative Sewer Building and Sinking Fund Ordinance and that said hearing would be conducted by
<br />the Committee of the Whole of the Council.
<br />COMMITTEE OF THE WHOLE MEETING
<br />William W. Grounds, Chairman of the Committee of the Whole, then called the Committee to order and announced
<br />that the Committee would conduct a public hearing on the following proposed ordinance, to -wit:
<br />AN ORDINANCE TO CREATE A CUMULATIVE SEWER
<br />BUILDING AND SINKING FUND TO BE KNOWN AND
<br />DESIGNATED AS THE SEWAGE TREATMENT, STORM
<br />SEWER AND DISPOSAL PLANT FUND, AND PROVIDING
<br />FOR A TAX LEVY OF $.25 ANNUALLY FOR A PERIOD
<br />OF TWELVE (12) YEARS, AS AMENDED.
<br />Those speaking in favor of the Ordinance were City Attorney Arthur W. Frisk, City Controller James A. Bickel,
<br />Councilman Robert 0. Laven, Councilman William W. Grounds, Councilman Janet S. Allen, Councilman John V. Wise,
<br />and Councilman Gerald C. Reinke. Speaking against the Ordinance were Mr. Frank Butiste, 810 Lombardy Drive,
<br />Mr. Theodore Garner, 5102 Scenic Drive, and Mr. Richard Conrad, 5103 Scenic Drive. Miss Virginia Guthrie,
<br />executive secretary, of the South Bend Civic Planning Association, asked questions concerning the rate and
<br />management of funds and the initial projects of the program. After discussion, it was moved by Councilman
<br />Reinke the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried.
<br />Councilman Laven made a motion to rise and report to the Council. Councilman Reinke seconded the motion.
<br />Motion carried. Time: 9:04 P.M.

<br />To the Common Council of the City of South Bend:
<br />Your Committee of the Whole to whom was referred "AN ORDINANCE TO CREATE A CUMULATIVE SEWER BUILDING AND
<br />SINKING FUND TO BE KNOWN AND DESIGNATED AS THE SEWAGE TREATMENT, STORM SEWER AND DISPOSAL PLANT FUND, AND PRO-
<br />VIDING FOR A TAX LEVY OF $.25 ANNUALLY FOR A PERIOD OF TWELVE (12) YEARS, AS AMENDED," respectfully report
<br />that they have examined the matter and that in their opinion the Ordinance go to the Council as favorable.
<br />There being no objection, the report was accepted as read, and placed on file.

<br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilmen Laven, Allen,
<br />Craven, Reinke, Grounds, Szymkowiak, Wise, and Palmer). 1 nay, Councilman Zielinski. 0 absent.
