<br />ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN
<br />THE WASTEWATER TREATMENT PLANT OF SOUTH
<br />BEND, INDIANA, AND WORTHINGTON CORPORATION,
<br />CHICAGO, ILLINOIS, FOR LABOR AND PARTS
<br />NECESSARY TO REPAIR A MODEL 42MC -1 WORTHING-
<br />TON PUMP IN THE TOTAL AMOUNT OF $5,554.87.
<br />The Ordinance was given first reading by title and second reading in full. Councilman Reinke made a motion
<br />the Ordinance be set for public hearing on October 28, 1968. Councilman Grounds seconded the motion.
<br />Motion carried.
<br />ORDINANCE
<br />AN ORDINANCE PROVIDING FOR THE RECEIVING AND
<br />CONVEYING OF A GIFT OF REAL PROPERTY TO THE
<br />CITY OF SOUTH BEND, INDIANA.
<br />The Ordinance was given first reading by title and second reading in full. Councilman Craven made a motion
<br />the Ordinance be set for public hearing on October 28, 1968. Councilman Szymkowiak seconded the motion.
<br />Motion carried.
<br />RESOLUTIONS
<br />RESOLUTION NO. 195 -68
<br />A RESOLUTION FOR AN ADDITIONAL APPROPRIATION IN
<br />ACCOUNT E -215, "TRANSPORTATION ALLOWANCE" OF THE
<br />OFFICE OF CITY JUDGE, IN THE AMOUNT OF $250.00,
<br />AND THE TRANSFER OF THE SAME FROM ACCOUNT E -213,
<br />"TRAVELING EXPENSES ", ALL IN THE SAME CATEGORY,
<br />AND WITHIN THE GENERAL FUND.
<br />WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget,
<br />so that it is now necessary to appropriate more money than was appropriated in the annual budget for the
<br />various functions of city government to meet such extraordinary contingencies; and
<br />WHEREAS, additional funds to pay the Bailiff and the Probation Officer in the Office of City Judge, for
<br />mileage required in serving subpoenas and obtaining witnesses to assure its ability to properly perform
<br />its function and the sum of $250.00 is needed forthwith, and
<br />WHEREAS, a surplus exists in another account where it is not presently needed; and more specifically as
<br />follows, to -wit;
<br />$250.00 in Account E -213 designated as "Traveling Expenses ".
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, that the sum of
<br />$250.00 be transferred from Account E -213 designated as "Traveling Expenses ", to Account E -215 designated
<br />as Transportation Allowance ", both of said accounts being in the same category "Services Contractual"
<br />and being within the General Fund.

<br />Speaking in favor of the Resolution was Mr. James A. Bickel, City Controller. Councilman Janet S. Allen
<br />asked if.this amount would be enough to last the rest of the year. Councilman Allen moved the Resolution
<br />be adopted by a roll call vote. Councilman Szymkowiak seconded the motion. Motion carried. The Resolution
<br />was adopted by a roll call vote of 8 ayes, Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak,
<br />Palmer, and Zielinski. 0 nays, one absent, Councilman Wise.
<br />UNFINISHED BUSINESS
<br />Councilman Laven asked Dr. Bartholomew's Government Class, from Notre Dame University, to stand, and thanked
<br />them for coming to the meeting.
<br />Councilman Janet S. Allen read the following report from the Special Committee on Rules.
<br />COMMITTEE REPORT
<br />October 14, 1968
<br />TS the Common Council of the City of South Bend, Indiana:
<br />Your Special Committee on Rules to whom was referred the establishing of a time for the hearing of citizen's
<br />requests (petitions, complaints) miscellaneous matters, respectfully report that they have examined the matter
<br />and that in their opinion the order of business as set out in The Municipal Code of South Bend, Article II,
<br />Section 2 -13, provides an established time, following the reading of the minutes for Communications, consider-
<br />ation of claims, petitions, remonstrances and memorials.
<br />Therefore your committee recommends the present agenda be utilized with the following provisions:
<br />a. A limit of one -half hour shall be available at any one session of the Council
<br />for communications, consideration of claims, petitions, remonstrances and
<br />memorials, unless extended by majority vote of members present.
<br />b. Advance notice of intention to speak shall be given to the City Clerk before
<br />the Council convenes.
