COMMITTEE OF THE WHOLE MEETING AUGUST 26, 1968
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
<br />in the Council Chambers of City Hall on Monday, August 26, 1968 at 8 :00 P.M., nine members present, (Councilman
<br />Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski). None absent. The invocation
<br />was given by Reverend J. Robert Clark, Grace Methodist Church. The meeting was called to order by Chairman
<br />William W. Grounds, who presided.
<br />ORDINANCE
<br />AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE
<br />CITY OF SOUTH BEND, INDIANA -1962, SECTION 40 AS
<br />AMENDED AND GENERAL ORDINANCE NO. 4990 -68, AND
<br />THE ACCOMPANYING MAP THERETO, GENERALLY KNOWN AS
<br />THE SOUTH BEND ZONING ORDINANCE BY CHANGING THE
<br />CLASSIFICATION OF THE USE DISTRICT FOR A CERTAIN PAR-
<br />CEL OF LAND. (Michigan and Woodside)
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
<br />given an opportunity to be heard thereon. Speaking for the petitioners was Attorney John Warrick, who ex-
<br />plained the property was needed for the expansion of the Hans - Bergman Pharmacy. Councilman Allen made a motion
<br />the Ordinance go to the Council as favorable. Councilman Zielinski seconded the motion. Motion carried.
<br />ORDINANCE
<br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION
<br />TO ACCOUNT M -252, "REPAIRS OF EQUIPMENT" IN
<br />THE AMOUNT OF $150.00 AND THE TRANSFER OF SAID
<br />SUM FROM ACCOUNT M -722, "MOTOR EQUIPMENT" IN
<br />THE BUILDING DEPARTMENT, ALL BEING WITHIN THE
<br />GENERAL FUND.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
<br />given an opportunity to be heard thereon. Building Commissioner Forrest R. West, explained the need for
<br />the appropriation. Councilman Szymkowiak made a motion the Ordinance go to the Council as favorable.
<br />Councilman Laven seconded the motion. Motion carried.
<br />ORDINANCE
<br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE
<br />OF DEFRAYING THE EXPENSES OF ALL BUDGET OPERATED
<br />DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA,
<br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1969, AND
<br />ENDING DECEMBER 31, 1969, INCLUDING DEPARTMENTS, FUNDS,
<br />AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED IN WHOLE
<br />OR IN PART, FROM THE GENERAL FUND AND FROM FUNDS OTHER`
<br />THAN THE GENERAL FUND, OF SAID CITY TO -WIT: PARK DEPARTMENT,
<br />FIREMEN'S PENSION FUND, POLICE PENSION FUND, URBAN REDEVELOP-
<br />MENT FUND, URBAN REDEVELOPMENT BOND FUND, HUMAN RELATIONS
<br />AND FAIR EMPLOYMENT PRACTICES COMMISSION FUND, BUILDING
<br />DEMOLITION, REPAIR AND CONTINGENT FUND, PARK DISTRICT FUND,
<br />GENERAL SINKING FUND, HOSPITAL FUND, ART ASSOCIATION FUND,
<br />MOTOR VEHICLE HIGHWAY FUND AND THE CUMULATIVE CAPITAL
<br />IMPROVEMENT FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL
<br />INCLUDE OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF
<br />ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND
<br />PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN
<br />THE SAME SHALL TAKE EFFECT.
<br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
<br />given an opportunity to be heard thereon. City Controller James A. Bickel explained the increases in the
<br />Tax Levy Proposal. Councilman Robert 0. Laven reviewed and explained the reductions the Council intended to
<br />make. Councilman Fredrick D. Craven read the cuts proposed by the Council. Councilman Gerald C. Reinke
<br />continued the report explaining the increase in the new budget after the proposed cuts by the Council.

<br />Mrs. Allen and Gentlemen:
<br />This is the second of the five units to hold public hearings on the 1969 budgets and tax rates - the civil
<br />city part only. It represents 38% of the total proposed rate increase.
<br />We have been meeting with business and industrial representatives and members of other organizations as
<br />well as our own members to discuss the budgets and rates and possible reductions.
<br />It is apparent from your announcement of budget and rate reductions that you too are cognizant of the concern
<br />expressed by so many taxpayers, and your reductions will certainly set an example for the rest of the
<br />appropriating bodies.
<br />We appreciated the opportunity we had to meet with you and review the rates and budgets in detail. It was
<br />most interesting to learn that the Council and the Civic Planning Association had, in so many instances, the
<br />same items to be reduced, and sometimes in the same amounts. Because of this we do not intend to again
<br />review these same items but will make additional recommendations as the individual departments are being
<br />discussed.
