COMMITTEE OF THE WHOLE MEETING <br />JUNE 24, 1968 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers of City Hall on Monday June 24, 1968 at 8 :00 P.M., nine members present, (Councilmen <br />Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer and Zielinski). The Invocation was given <br />by Reverend Vaugn Sprunger, Community Baptist Church. The meeting was called to order by Chairman William <br />W. Grounds, who presided. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN <br />THE CITY LIMITS OF SOUTH BEND, INDIANA)CERTAIN <br />LANDS AND PROVIDING, AFTER ANNEXATION SHALL <br />TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS, <br />ONE HALF (2) OF THE MUNICIPAL PROPERTY TAXES <br />TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL <br />BE IMPOUNDED AND PLACED IN A SPECIAL FUND <br />SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY. <br />(Ironwood, Inwood, and Retention Basin) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Mr. Bruce H. Stewart, 18120 Southernview Dr., speaking for the <br />property owners in this area, asked for a continuance of the public hearing in order to get an agreement <br />from them to draw up a new Ordinance to take effect December 31, 1970. Councilman Laven made a motion for <br />a ten minute recess. Councilman Allen seconded the motion. Motion carried. Time: 8 :20 P.M. Reconvened 8 :40 P. <br />No action was taken on the proposal. Councilman Reinke made a motion the Ordinance go to the council as fav- <br />orable. Councilman Zielinski seconded the motion. City Engineer Lloyd Taylor explained the services to be provided <br />by the annexation. Speaking against the Ordinance was Mr. Joseph Stahl, 18488 E. Jackson Road. Councilman <br />Reinke made a motion the Ordinance go to the council as favorable. Councilman Laven seconded the motion. <br />Motion carried. <br />ORDINANCE s <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE <br />CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN LANDS <br />AND PROVIDING, AFTER ANNEXATION SHALL TAKE EFFECT, <br />THAT FOR A PERIOD OF THREE YEARS, ONE HALF (k) <br />OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON <br />THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED <br />IN A SPECIAL FUND,SOLELY FOR -THE BENEFIT OF THE <br />ANNEXED TERRITORY. (Crest Manor & Kensington Farms) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking against the Ordinance was:-Attorney Robert Zimmerman, <br />who is representing the residents in the Crest Manor and Kensington Farms Corporation, and Charles Pressman <br />of 18770 Norwich Court. Those speaking in favor of the Ordinance were Councilmen Reinke and Councilman <br />Laven, explaining the necessity of annexation. Councilman Laven called for aen, minute recess. Seconded <br />by Councilman Szymkowiak. Time: 9:30 Reconvened: 9:40 P.M. Councilman Laven made a motion the Ordinance <br />go to the Council as favorable. Councilman Allen seconded the motion. Motion carried. <br />
