COMMITTEE OF THE WHOLE MEETING MAY 27, 1968
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
<br />in the Council Chambers of City Hall on Monday May 27, 1968 at 8:00 P.M., nine members present, (Councilmen
<br />Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski). The Invocation was given
<br />by Dr. Richard E. Lentz, First Christian Church. The meeting was called to order by Chairman William W.
<br />Grounds, who presided.
<br />ORDINANCE
<br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN
<br />THE CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN
<br />LANDS AND PROVIDING, AFTER ANNEXATION SHALL
<br />TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS,
<br />ONE HALF (2) OF THE MUNICIPAL PROPERTY TAXES
<br />TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL
<br />BE IMPOUNDED AND PLACED IN A SPECIAL FUND
<br />SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY.

<br />This being the time heretofore set for public hearing on the. above Ordinance, proponents and opponents were
<br />given an opportunity to be heard thereon. City Engineer Lloyd Taylor outlined the proposed annexation
<br />areas and answered questions of the remonstrators. He explaified:_that the Common Council had asked the
<br />Area Plan Commission and his department to develop an annexation plan about two years ago. Mr. Taylor
<br />explained also that a city's expansion plan must be based on a forward looking program and someone has
<br />to be farsighted enough to determine how big a city will be. Others speaking in favor of the annexation
<br />program were Miss Virginia Guthrie, executive secretary of the South Bend Civic Planning Association,
<br />and Councilman Janet S. Allen who asked, "how many would be living in this location if it were not for
<br />the City of South Bend ". City Attorney Arthur Frisk read from the Burns Statue some of the laws govern-
<br />ing annexation. Those speaking against the annexation were Mr. C. Garritt Bunting, 18150 Inwood Rd.,
<br />Mr. Will Yeamans, 18160 Inwood Rd., Oscar Napp, 59237 Ironwood Rd., Rose Wittmer, 1803 Denslo Drive,
<br />W.C.Shelton, 18185 Southernview Dr., Walter Johnson, 18160 Southernview Dr., Mr. Bruce Stewart, 18120
<br />Southerview Dr., speaking for his neighbors, Mr. Paul Rolke, 18165 Southernview Dr., Mr. William Hayden,
<br />18216 Inwood Rd., and Mr. Dick Dreisbauer, 18200 Southernview Dr. 'Councilman Laven made a motion that
<br />the Public Hearing be continued to June 10, 1968. Councilman Wise Seconded the motion. Motion carried.
<br />Councilman Zielinski moved for a five minute recess. Seconded by Councilman Craven. Motion carried.

<br />60013 Ironwood Road, and Mr. John Dooley, 18358 Jackson Road. Councilman Reinke made a motion the Public
<br />Hearing be continued to June 10, 1968. Councilman Craven seconded the motion. Motion carried.
