COMMITTEE OF THE WHOLE MEETING APRIL 22, 1968 Be it remembered that the Common Council of the City of South Bend; Indiana, met in the Committee of the Whole in the Council Chambers of City Hall on Monday April 22, 1968 at 8:00 P.M., seven members present, (Councilmen Laven, Allen, Craven, Reinke, Szymkowiak, Palmer, and Zielinski), two absent, (Councilmen Grounds and Wise). The Invocation was given by Charles W. Hahn, Christian Science Church. The meeting was called to Order by Vice President Craven, who presided. AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN ACCOUNT P -37, "OTHER SUPPLIES" OF THE POLICE DEPARTMENT, IN THE AMOUNT OF $1,200.00 AND THE TRANSFER OF THE SAME FROM ACCOUNT P -722, "MOTOR EQUIPMENT ", ALL BEING WITHIN THE GENERAL FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Lieutenant Kenneth McDonald of the South Bend Police Department explained the new Community Relations Division had exhausted the funds. It was suggested by Councilmen Laven and Szymkowiak that Lieutenant McDonald contact Chief Thomas McNaughton during the second Public Hearing to see if they could be more explicit on the use of the funds. Councilman Szymkowiak moved for a five minute recess after the second Public Hearing, Seconded by Councilman Reinke. Motion carried. Time: 8:.15 P.M. Reconvened ::.8:20 P.M. Lieutenant McDonald reported at this time that since Community Relations Division was a new department that it was necessary to purchase desks, typewriters, and general office equipment and they now needed more funds for general office supplies. Councilman Palmer made a motion that the Ordinance go to the Council as favorable. Councilman Reinke seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING SECTION 40 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND INDIANA, 1962, AS AMENDED, ALSO KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AS AMENDED. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Allen mentioned this Ordinance was to go along with Urban Renewal Plans. Councilman Reinke stated it had been passed by Area Plan and asked it be passed to go along with Urban Renewal Plans. Councilman Reinke made a motion that the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. There being no further business before the Committee of the Whole, Councilman Allen made a motion to rise and report to the Council. Councilman Palmer seconded the motion. Motion carried.
