Ca MITTEE OF THE WHOLE MEETING MARCH 25, 1968 <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee of the <br />Whole in the Council Chambers of City Hall on Monday, March 25, 1968 at 8: P.M., with all members present. <br />The Invocation was given by Reverend James 0. Banks, Sunnyside Presbyterian Church. The meeting was called <br />to order by Chairman William W. Grounds, who presided. <br />ORDINANCE <br />AN ORDINANCE PROHIBITING CERTAIN PRACTICES <br />OF DISCRIMINATION IN HOUSING ACCOMMODATIONS <br />BECAUSE OF RACE, CREED, COLOR, NATIONAL <br />ORIGIN OR ANCESTRY, AND PROVIDING PENALTIES <br />FOR THE VIOLATION THEREOF, AS AMENDED. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of adoption of the Ordinance was Mayor Lloyd M. <br />Allen. Others speaking in favor of the Ordinance were: Rev. Milton D. Will£ord, executive secretary of the <br />St. Joseph County Council of Churches; Dr. Frank C. Toepp, of the Ecumenical commission of the Fort Wayne - <br />South Bend Catholic Diocese; Van E. Gates, president of the South Bend- Mishawaka Area Chamber of Commerce; <br />Dr. George Haley, of the United Community Services; Isadore Rosenfeld, of the Jewish Community Council, <br />Jesse L. Dickinson, executive director of the South Bend Public Housing Authority, but speaking for the <br />Urban League; Rev. Herbert Tetzlaff, pastor of St. Peter's United Church of Christ; Leo A. Newman, president <br />of the South Bend Human Relations and Fair Employment Practices Commission; Dr. Eldridge H. MacDonald, <br />17570 Judy Lake Drive; Ray Hernandez, 702 E. South St.; Reginald Howard, NAACP Chairman; Bud Darden, 1929 <br />Beverly Place; Robert Cook, 1005 Woodward; Pat Cool, 1007 W. Colfax; Paul Shearer, Chairman of the Lutheran <br />Association; Homer Nesley, 607 Leland; Bill Whitman, for J.C.'s; John D. Green, 413 N. College; Charles <br />Kroll, 323 Green Phillips, a Notre Dame Student; James D. Ulis, 715 N. Adams. Allen Nichols, 2806 Apple <br />Tree Lane, questioned the legal procedure. Speaking against the Ordinance were Councilmen John Wise and <br />Albert Palmer. Councilman Grounds, Chairman of Committee of the Whole, asked Councilman Craven to preside <br />while he spoke on the issue.
