<br />ORDINANCE NO. 5637 -74 AN ORDINANCE AMENDING ORDINANCE NO.
<br />4990 -68, AS AMENDED, COMMONLY KNOWN AS
<br />THE ZONING ORDINANCE OF THE CITY OF
<br />SOUTH BEND, INDIANA (CHAPTER 40,
<br />MUNICIPAL CODE) - SOUTH SIDE OF
<br />IRELAND ROAD.
<br />s ordinance had second reading. Councilman Parent made a motion that the ordinance be amended
<br />changing the legal description as follows:
<br />A parcel of land in the Southwest One - Quarter (1/4) of Section 25, Township 37
<br />North, Range 2 East, described as commencing at the Northwest corner of Lot
<br />Numbered 21 in Hawblitzel's Addition, which point is also on the South side of
<br />Ireland.Road; thence West along the South side of Ireland Road 553.7 feet; thence
<br />South 300 feet; thence East on a line parallel to the South line of said Ireland
<br />Road 553.7 feet, more or less; thence North, 300 feet, more or less, to the place
<br />of beginning in St. Joseph County, Indiana, containing 3.81 acres, more or less.
<br />Councilman Kopczynski seconded the motion. The motion carried. Councilman Newburn then made a
<br />motion that the ordinance pass, as amended, seconded by Councilman Kopczynski. The ordinance pass
<br />by a roll call vote of seven ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Kopczynski,
<br />Newburn and Nemeth) and two nays (Councilmen Taylor and Horvath).
<br />ORDINANCE NO. 5638 -74
<br />AN ORDINANCE TO AMEND THE ZONING
<br />ORDINANCE OF THE CITY OF SOUTH BEND,
<br />IDENTIFIED AS ORDINANCE NO. 4990,
<br />ORDINANCE NO. 3702, AS AMENDED, TO
<br />THE EXTENT IT IS STILL EFFECTIVE, AND
<br />THE MUNICIPAL CODE OF SOUTH BEND, INDIANA,
<br />SECTIONS 40 -1 TO SECTIONS 40 -43, AS
<br />AMENDED, TO THE EXTENT IT IS STILL
<br />EFFECTIVE (2530 KENWOOD).
<br />This ordinance had second reading. Councilman Horvath made a motion that the ordinance pass,
<br />seconded by Councilman Taylor. The ordinance passed by a roll call vote of nine ayes (Councilmen
<br />Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth).
<br />ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING
<br />CHAPTER 21 OF THE CITY CODE OF SOUTH
<br />BEND, INDIANA, 1971, ALSO KNOWN AS
<br />ORDINANCE NO. 4990 -68, AS AMENDED, AND
<br />GENERALLY KNOWN AS THE ZONING ORDINANCE
<br />OF THE CITY OF SOUTH BEND, INDIANA, AS
<br />AMENDED, BY ADDING PROVISIONS RELATIVE
<br />TO SIGNS AND OUTDOOR ADVERTISING.
<br />Councilman Newburn made a motion that the ordinance be referred to the Ordinance Committee,
<br />seconded by Councilman Kopczynski. The motion carried.
<br />ORDINANCE NO. 5639 -74
<br />AN ORDINANCE APPROPRIATING $497,000.00
<br />FROM THE FEDERAL ASSISTANCE GRANT COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING,
<br />FOR THE CIVIC CENTER AUTHORITY PROJECT,
<br />TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH ITS DEPARTMENT OF COMMUNITY
<br />DEVELOPMENT AND DEPARTMENT OF PUBLIC
<br />WORKS.
<br />This ordinance had second reading. Councilman Kopczynski made a motion to amend the ordinance by
<br />changing the administration of the program from the Department of Community Development and
<br />Department of Public Works to the Civic Center Authority, wherever mentioned, and, in the title of
<br />the ordinance, delete the word "Authority" as it pertains to the Civic Center Project. Councilman
<br />Miller seconded the motion. The motion carried. Councilman Taylor indicated that he has supporte
<br />the project and would continue to do so in the future; however, a report was due at the end of the
<br />month and his continued support of the project would be dependent on the figure of the entire
<br />project being $10 million to $12 million. He stated that, if the project was more than that, he
<br />did not want any more revenue sharing funds used for the project. Councilman Serge felt the firms
<br />within the community should have been given the opportunity to design the structure. Councilman
<br />Taylor then made a motion that the ordinance pass, as amended, seconded by Councilman Kopczynski.
<br />The ordinance passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Paren
<br />Taylor, Kopczynski, Horvath, Newburn and Nemeth).

<br />FOR VARIOUS PUBLIC SAFETY PROGRAMS, TO
<br />BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH ITS DEPARTMENT OF PUBLIC
<br />SAFETY.
<br />This ordinance had second reading. Councilman Horvath made a motion that the ordinance pass,
<br />seconded by Councilman Newburn. The ordinance passed by a roll call vote of nine ayes (Councilmen
<br />Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth).
