Nemeth pre- <br />siding. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, <br />Miller, Parent, Taylor, <br />Kopczynski, Horvath, Newburn <br />and Nemeth. <br />ABSENT: None. <br />Councilman Taylor made a motion to resolve into the Committee of the Whole, seconded by Councilman <br />Horvath. The motion carried. <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, January 28, 1974, at 7:07 p.m., with nine members present. Chairman Odell <br />Newburn presided. <br />ORDINANCE AN ORDINANCE CONFIRMING THE CONTRACT <br />BETWEEN THE CITY OF SOUTH BEND, INDIANA, <br />THROUGH ITS BOARD OF WASTEWATER COMMISSIONERS <br />AND H. DeWULF MECHANICAL CONTRACTORS, INC. <br />IN THE AMOUNT OF $161,706.00 FOR THE <br />CONSTRUCTION OF A SOLUBLE OIL DISPOSAL <br />FACILITY. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Mr. Michael Vance, Fiscal Officer, Bureau of <br />Wastewater, made the presentation for the ordinance. He stated that the project has been studied <br />and researched for almost two years and the problem of oil exists in industry in the South Bend <br />area. The sewer use ordinance bans the discharge of oil waste into the sewers and this has placed <br />the solving of the removal problem with industry. The project would involve a dumping site at the <br />Wastewater Treatment Plant, storage facilities for oil waste and a high temperature incinerator <br />system equipped with air pollution control equipment. Mr. Vance indicated that this was an effort <br />to help industry and make South Bend more attractive to future industry. He stated that bids were <br />taken for the project and De Wulf had been the low qualified bidder. <br />Miss Virginia Guthrie, Executive Secretary of <br />project would be paid for.
