She was merely concerned <br />about anticipated revenue and proposed future projects. Mr. Lantz indicated that a figure of <br />around $163,000 was encumbered in 1973 with about $200,000 not spent. He indicated that this <br />amount would complete the projects and that all of the 1973 entitlement had not been spent. He <br />indicated that a report would be forthcoming concerning the revenue sharing funds. Mr. James Seitz <br />Director of the Department of Public Parks, stated that the amount appropriated for the Park <br />Department would complete the projects; however, the Potowatomi Zoo project would not be completed. <br />Councilman Serge asked about the nature center, and Mr. Seitz stated that three contracts had been <br />signed in the amount of $126,000. He indicated that change orders were expected regarding the <br />project. <br />Councilman Szymkowiak made a motion that the ordinance go to the Council as favorable, incorporati <br />the amendments requested by Mr. Lantz, seconded by Councilman Taylor. The motion carried. <br />Councilman Parent pointed out that the funds had been appropriated previously by the Council; <br />however, because the funds had not been spent prior to the first of the year, the re- appropriation <br />was necessitated. <br />(There being no further business to come before the Committee of the Whole, Councilman Taylor made <br />a motion to rise and report to the Council, seconded by Councilman Horvath. The motion carried. <br />ATTEST: <br />CITY CLERK <br />(REGULAR MEETING - RECONVENED <br />Be it remembered that the regular meeting of the Common Council of the City of South Bend, Indiana, <br />reconvened in the Council Chambers at 7:21 p.m., Council President Nemeth presiding and nine member <br />present. <br />(REPORT FROM THE COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your committee on the inspection and supervision of the minutes, would respect- <br />fully report that they have inspected the minutes of the December 17, 1973, regular <br />meeting of the Council and found them correct. <br />They, therefore, recommend that the same be approved. <br />s/ Peter J. Nemeth <br />Councilman Horvath made a motion that the report be accepted as read and placed on file and the <br />minutes be approved, seconded by Councilman Taylor. The motion carried. <br />(REPORT FROM THE COMMITTEE OF THE WHOLE <br />Councilman Taylor made a motion to waive the reading of the report of the Committee of the Whole, <br />seconded by Councilman Horvath. The motion carried by a roll call vote of nine ayes (Councilmen <br />Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth). <br />(REPORT FROM THE DIRECTOR OF THE DEPARTMENTS OF PUBLIC PARKS <br />Mr. James Seitz, Director of the Department of Public Parks, introduced Mr. Craig McCowan, Director <br />of the Potowatomi Zoo, to make the quarterly report to the Council concerning park activities. He <br />stated that the image of the zoo has been changed in prior years because of various steps being <br />taken by the Park Department. He talked about the supervised contact area where the public is give <br />an opportunity to pet and touch the animals, and he also stated that the department has continued <br />to cooperate in sending a number of zoo animals around to the playgrounds. He stated that currentl <br />under way is the development of a master plan for the zoo which is being done by Zooplan Associates <br />He indicated that revenue sharing funds had been used for that study. Mr. McCowan briefly talked <br />about the fund raising drive for purchase of the camel. He indicated that it had been such a great <br />success that it had enabled the Park Department to purchase a second camel. He apologized for the <br />criticism the Council and Mayor had been exposed to regarding the fund raising, stating that the <br />entire fund raising drive was meant to be a public drive and funds had not been requested from the <br />city. He also stated that the animals at the Storyland Zoo had been transported back to the <br />Potowatomi Zoo for the winter. He concluded his presentation by indicating that the department <br />also has a recreational and educational facility that does not discriminate by race, age or physica <br />ability. Councilman Taylor wondered about the reaction Mr. McGowan had had when the report of <br />Zooplan had come out. Mr. McCowan indicated that he had made recommendations that were similar to <br />the recommendations made by Zooplan. Councilman Taylor wondered about the plan that concerned the <br />Storyland Zoo. Mr. McCowan stated that, from the monetary standpoint, it would be cheaper for the <br />city to maintain only one zoo. He also pointed out that, if the animals were not housed for the <br />winter at the Potowatomi Zoo, there would be a cost involved at the Storyland Zoo. <br />(ORDINANCES, SECOND READING <br />(ORDINANCE NO. 5626 -74 <br />AN ORDINANCE APPROPRIATING $363,433.00 <br />FROM THE FEDERAL ASSISTANCE GRANT FUND, <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS PUBLIC WORKS, PUBLIC <br />PARKS AND PUBLIC SAFETY,PROGRAMS, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH ITS DEPARTMENTS OF PUBLIC WORKS, <br />PUBLIC PARKS AND PUBLIC SAFETY. <br />This ordinance had second reading.
