<br />ORDINANCE AN ORDINANCE APPROPRIATING MONEYS FOR
<br />THE PURPOSE OF DEFRAYING THE EXPENSES OF
<br />THE WASTE WATER TREATMENT PLANT OF THE
<br />CITY OF SOUTH BEND, INDIANA, FOR THE
<br />FISCAL YEAR BEGINNING JANUARY 1, 1974,
<br />AND ENDING DECEMBER 31, 1974, INCLUDING
<br />ALL OUTSTANDING CLAIMS AND OBLIGATIONS,
<br />AND FIXING A TIME WHEN THE SAME SHALL TAKE
<br />EFFECT.
<br />This ordinance had first reading. Councilman Miller made a motion that the ordinance be set for
<br />public hearing and second reading on November 26, 1973, seconded by Councilman Newburn. The motioi
<br />carried.

<br />AN ORDINANCE FOR THE TRANSFER OF FUNDS
<br />WITHIN THE CITY CLERK BUDGET IN THE
<br />AMOUNT OF $150.00 FROM ACCOUNT 2521,
<br />"REPAIRS OF EQUIPMENT ", TO ACCOUNT
<br />361, "OFFICIAL RECORDS ", BOTH ACCOUNTS
<br />BEING WITHIN THE CITY CLERK BUDGET IN
<br />THE GENERAL FUND OF THE CITY OF SOUTH
<br />BEND, INDIANA.
<br />This ordinance had first reading. Councilman Newburn made a motion to suspend the rules and take
<br />action on the ordinance, seconded by Councilman Parent. The motion carried by a roll call vote of
<br />nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and
<br />Nemeth). This ordinance had second reading. Mrs. Ireme K. Gammon, City Clerk, explained the
<br />request for the transfer of funds. Miss Virginia Guthrie, Executive Secretary of the Civic Plannii
<br />Association, wondered if the Council could suspend the rules and take action and not legally adver-
<br />tise the transfer. It was explained that the ordinance merely authorized a transfer within a
<br />departmental budget and was not an additional appropriation; therefore, not requiring publication.
<br />Councilman Kopczynski made a motion that the ordinance pass, seconded by Councilman Horvath. The
<br />ordinance passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent,
<br />Taylor, Kopczynski, Horvath, Newburn and Nemeth).

<br />FUND, AND PARK MAINTENANCE FUND, ALL
<br />TRANSFERS BEING WITHIN THEIR RESPECTIVE
<br />DEPARTMENT AND RESPECTIVE FUND, OF THE
<br />CITY OF SOUTH BEND, INDIANA.
<br />This ordinance had first reading. Councilman Newburn made a motion that the ordinance be set for

<br />ORDINANCE NO. 5606 -73 AN ORDINANCE AMENDING THE TITLE OF
<br />ORDINANCE NO. 5578 -73, PASSED SEPTEMBER 24,
<br />1973, BY THE COMMON COUNCIL OF THE CITY
<br />OF SOUTH BEND, INDIANA.
<br />This ordinance had first reading. Councilman Horvath made a motion to suspend the rules and take
<br />action on the ordinance, seconded by Councilman Parent. The motion carried by a roll call vote of
<br />nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and
<br />Nemeth). This ordinance had second reading. Council President Nemeth asked for an explanation of
<br />the ordinance, and Mr. Walter Lantz, Deputy City Controller, explained that the money had been
<br />originally appropriated out of the Cumulative Capital Improvement Fund for Project R & S 40. Mone,
<br />had been left over and the city requested a transfer; however, the original ordinance stated that
<br />it was an appropriation instead of a transfer. He stated that the State Board of Accounts had
<br />approved the matter but asked that the title be amended to show that the ordinance was for the
<br />purpose of a transfer of funds.
<br />Councilman Newburn made a motion that the ordinance pass, seconded by Councilman Taylor. The
<br />ordinance passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent,
<br />Taylor, Kopczynski, Horvath, Newburn and Nemeth).

<br />TO ACCOUNT NO. 224.0, "WATER- CONTRACTUALS ",
<br />BOTH ACCOUNTS BEING WITHIN THE CITY CEMETERY
<br />DEPARTMENT BUDGET OF THE GENERAL FUND OF
<br />THE CITY OF SOUTH BEND, INDIANA.
<br />This ordinance had first reading. Councilman Kopczynski made a motion to suspend the rules and
<br />take action on the ordinance, seconded by Councilman Horvath. The motion carried by a roll call
<br />vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath,
<br />Newburn and Nemeth). This ordinance had second reading. Council President Nemeth read the letter
<br />of explanation attached to the ordinance.
