<br />Dear Mr. King:
<br />The St. Joseph County Area Plan Commission has reviewed the proposal of
<br />Plas /Steel Products, Inc., for the construction and equipping of a facility in Walkerton,
<br />Indiana.
<br />The proposal is consistent with the present zoning and the Comprehensive Plan
<br />for Community Development.

<br />A public hearing was held on the resolution at this time. Mr. Kenneth Fedder, Attorney for the
<br />Economic Development Commission, indicated that Plas /Steel desired to construct and equip a
<br />facility in Walkerton, Indiana, in the approximate amount of $500,000. He further indicated that
<br />the number of jobs to be created by the proposed facility would be approximately 100 with an
<br />estimated annual payroll increase of $832,000. He indicated that the firm has been an established
<br />business in the county for many years and the Commission had received written approval of the pro-
<br />posed method of financing from the Town of Walkerton. He concluded by indicating that much of the
<br />employment force for Plas /Steel comes from South Bend, and with the issuance of the bonds, the tit
<br />to the property would be in the name of the City of South Bend. Councilman Newburn asked about th
<br />type of products the firm manufactured, and Mr. Warren A. Deahl, representing the firm, explained
<br />that Plas /Steel has two divisions: the division in Walkerton manufactures fiber glass products,
<br />including a very well utilized well screen that has been approved for use in the State of Indiana;
<br />and the division in Texas manufactures fishing rods and sporting goods equipment. He indicated
<br />I'that Plas /Steel hoped to expand its facilities by 30,000 square feet. Councilman Szymkowiak asked
<br />Ihow many of the employees were from South Bend, and Mr. Elliot from Plas /Steel indicated that 10%
<br />of the employees were from South Bend. He also mentioned that, with the additional 100 new
<br />employees, that percentage would be greater. He indicated that 114 persons presently are employed
<br />at Walkerton and that the 10% of those persons employed from South Bend were mainly in the execu-
<br />tive group; however, he indicated that the additional employees would be from the lower echelon.
<br />Councilman Miller made a motion that the resolution be adopted, seconded by Councilman Parent. Th
<br />resolution passed by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller, Parent,
<br />Taylor, Horvath, Newburn and Nemeth) with Councilman Kopczynski absent.

<br />ORDINANCE AN ORDINANCE AUTHORIZING THE EXECUTION OF A
<br />LEASE, TRUST INDENTURE, ECONOMIC DEVELOPMENT
<br />REVENUE BONDS AND THE FORMS AND TERMS OF THE
<br />LEASE AND TRUST INDENTURE AND BONDS AND THE
<br />ISSUANCE OF ECONOMIC DEVELOPMENT REVENUE BONDS
<br />PERTAINING TO INTERNATIONAL BAKERS SERVICES,
<br />INC.
<br />This ordinance had first reading. Councilman Taylor made a motion that the ordinance be set for
<br />public hearing and second reading on June 11, 1973, at 7:00 p.m., seconded by Councilman Miller.
<br />The motion carried.
<br />ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN
<br />THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN
<br />LAND (NORTHWEST CORNER IRELAND - IRONWOOD INTERSECTION).
<br />This ordinance had first reading. Councilman Horvath made a motion that the ordinance be set for
<br />Public hearing and second reading on June 11, 1973, at 7:00 p.m., seconded by Councilman Taylor.
<br />The motion carried.
