<br />11REGULAR MEETING - RECONVENED (CONTINUED) 
<br />A public hearing was held on the resolution at this time. Dr. John Kromkowski, Director of the 
<br />Department of Human Resources and Economic Development, indicated that this resolution was a 
<br />result of a series of consultations which began.in April, and he mentioned that, on April 16, Mr. 
<br />Hollis Hughes, Model Cities Director, and other representatives met with the Council. He indicate 
<br />that Model Cities was now folding into the revenue sharing and this involved a transition between 
<br />the Model Cities revenue cycle and the new revenue sharing cycle. He indicated that a variety of 
<br />programs must be run city -wide and that the plan of simply working with one particular neighborhoo 
<br />was not an overall community solution. That general feeling has been part of the deliberations th 
<br />Model Neighborhood Planning Agency has gone through. He urged passage of the resolution. 
<br />Council President Nemeth indicated that the Council wanted to make an amendment to the resolution. 
<br />Councilman Miller made a motion to amend the resolution as follows: 
<br />A new Section I to read as follows: "The application for the program is hereby 
<br />approved subject to approval of all contracts by the Common Council." 
<br />Councilman Parent seconded the motion. Mr. Hollis Hughes, Director of Model Cities, indicated 
<br />that, by the amendment, this resolution deviated from resolutions utilized in past years. Council 
<br />man Miller indicated that the contracts simply would be subject to approval by the Council and it 
<br />was not the intent of the Council to do anything contrary to what Model Cities desired to do. Mr. 
<br />Hughes indicated that the contracts were made between the Mayor and the particular agency and that 
<br />the Mayor had the final authority over the contracts. Councilman Miller indicated that the Counci 
<br />wanted to have joint authority with the Mayor. The motion to amend carried. Councilman Parent 
<br />then made a motion to adopt the resolution, as amended, seconded by Councilman Taylor. The 
<br />resolution passed by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller, Parent, 
<br />Taylor, Kopczynski, Horvath and Nemeth) and one nay (Councilman Newburn).
