REGULAR MEETING APRIL 911973 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />Councilman Taylor then made a motion to take a five - minute recess, seconded by Councilman Miller. <br />The motion carried. Recessed at 10:05 p.m. Reconvened at 10:30 p.m. <br />ORDINANCE AN ORDINANCE CREATING A CIVIC CENTER <br />ENDOWMENT FUND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Council President Nemeth made the presentation <br />for the ordinance and indicated that the ordinance sets up a separate fund for deposit of any and <br />all donations to the Civic Center project. He further indicated that the Endowment Fund should be <br />a continuing fund and should not revert back to the General Fund. He made a motion to amend the <br />ordinance as follows: <br />In Section I, add the following at the end of the last sentence immediately after <br />the words "aforesaid Civic Center ": <br />"...by the Civic Center Authority." <br />In Section II, immediately following the word "Controller" in the sixth line, insert <br />the words "with the direction of the Authority ". <br />Councilman Taylor seconded the motion. The motion carried. <br />Mrs. Janet Allen, 125 West Marion Street, asked if some people wouldn't be hindered from donating <br />to the project because the funds would be controlled by the Controller. She felt this should be <br />handled through a bank and be an anonymous type of set -up. Council President Nemeth disagreed <br />with Mrs. Allen on the matter of being anonymous, and he indicated that, by creating a special <br />account, this information would be available and the money could not revert to the General Fund. <br />Mrs. Allen indicated that perhaps she had not meant to use the word "anonymous" and she felt this <br />should not go through the city. Council President Nemeth explained that donations to a political <br />entity are deductible. He briefly referred to the Endowment Fund established regarding Muessel- <br />Ellison and indicated that, at that time, Mrs. Allen had supported that. Mrs. Allen felt that <br />situation was completely different from the case at hand. <br />Councilman Parent made a motion that the ordinance, as amended, go to the Council as favorable, <br />seconded by Councilman Taylor. The motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Kopczynski <br />made a motion to rise and report to the Council, seconded by Councilman Horvath. Nemeth presiding and <br />nine members present. <br />REPORT FROM THE COMMITTEE ON MINUTES <br />Your committee on the inspection and supervision of the minutes would respectfully report that <br />they have inspected the minutes of the March 26, 1973, regular meeting of the Council and found <br />them correct. Miller <br />Councilman Serge made a motion that the report be accepted as read and placed on file and the <br />minutes be approved, seconded by Councilman Taylor. The motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />Councilman Taylor made a motion to waive the reading of the report of the Committee of the Whole, <br />seconded by Councilman Kopczynski.
