<br />Mrs. Janet Allen, 125 West Marion Street, indicated that she wanted to speak on behalf of the Art
<br />Center. She felt the city needed a center for good design and would pay off in community parti-
<br />cipation. She felt funds should have been utilized when talk about the project had first begun;
<br />however, if the revenue sharing funds were needed to get the project on the road, they should be
<br />used because in the long run, the Civic Center would bring in revenues to the city. She mentioned
<br />that, at present, the South Bend Art Center is housed in an old building. She also indicated that
<br />everyone is saying "South Bend" when referring to the Civic Center, and she felt it should be
<br />thought of as a county -wide project and be area -wide.
<br />Miss Virginia Guthrie, Executive Secretary of the Civic Planning Association, asked what the
<br />$500,000 covered, and Mayor Miller indicated that, at the second reading of the ordinance, a
<br />breakdown of the funds would be available. He indicated, however, that he did have the contract
<br />costs available at this time, they being about 65% for the preliminary cost of the architect;
<br />$160,000 for purchase of the property; and the balance for the operation expenses and promotion.
<br />There was further discussion of the councilmen on having the figures available for presentation at
<br />this time in order to know where the money would be allocated, and it was suggested that a recess
<br />be taken in order to give Mr. Barcome a little more time for preparation of these figures. It
<br />was moved by Councilman Taylor, seconded by Councilman Parent, that a brief recess be taken. The
<br />motion carried. Recessed at approximately 8:00 p.m. Reconvened at 8:20 p.m.
<br />Mr. James Barcome, City Controller, gave a brief explanation of the breakdown for the $500,000
<br />revenue sharing funds by setting these figures in line items. Council President Nemeth questioned
<br />the fact that Account No. 261.0 was utilized for a promotional and fund raising drive and also the
<br />architect's fees, design and special reports, and Mr. Barcome indicated that this was proper.
<br />It was then moved by Councilman Parent, seconded by Councilman Kopczynski, that the ordinance be
<br />amended according to Mr. Barcome's breakdown, as follows:

<br />Mrs. Frederick Mutzl, President of the St. Joseph County Fair Tax Association, felt that there was
<br />not anyone who did not want to see the downtown area rebuilt; however, many people were concerned
<br />and worried about how it would be rebuilt and the method of financing to be utilized. She asked
<br />if the taxes would pay for the upkeep of the Civic Center. Councilman Newburn indicated that the
<br />Civic Center would be self- supporting once it is off the ground, according to his opinion. He
<br />felt that if the citizens wanted to improve, they must pay for the things they need. Mrs. Mutzl
<br />felt the Studebaker collection would bring interest into the city. She mentioned the talk about
<br />the trouble on the streets and the crime rate being decreased and she felt the Civic Center was
<br />not the answer for that. She did not feel this would solve the crime problem because that parti-
<br />cular type of individual would not be culturally - inclined. She indicated that the Fair Tax
<br />Association supported Mr. Crone's previous statement. Miss Guthrie asked about the period of time
<br />covered for the salaries, and Councilman Newburn indicated that it was an annual salary. Mr.
<br />James Barcome also indicated it was annual. Miss Guthrie pointed out that almost half the year is
<br />already gone and she felt this should be prorated for the remainder of the year. Mr. Barcome
<br />indicated that, by setting the full salary figure out, the Mayor would have some negotiating.power
<br />when looking for a director. He again indicated, as when previous revenue sharing ordinances had
<br />had public hearings, that if the money is not spent, it would go back into the revenue sharing
<br />funds. Miss Guthrie asked about the $12,000 in the Park Department for that particular purpose.
<br />Mayor Miller indicated that he wanted to publicly announce the salary and that the money would not
<br />be needed until June 1. Miss Guthrie questioned whether or not this would eventually come back
<br />to the taxpayers. She mentioned that Mr. Parent had indicated this. She also asked about the
<br />funds appropriated for travel costs. Mayor Miller answered by indicating that he hoped the Civic
<br />Center would be self - supporting in the future. He also indicated that it was not known at present
<br />how many facilities would be located in the Civic Center and it was not known what can be afforded
<br />at this time. He expressed hope that soon the city would be able to determine what would be
<br />needed from the tax rate. He mentioned that the $2,747 for travel expenses is for the committee
<br />and also expenses that have already been incurred and will be incurred. Miss Guthrie asked if
<br />this appropriation was being made after the money was spent, and Mayor Miller indicated that it
<br />was not. Miss Guthrie questioned the opportunity to review the figures and also mentioned that,
<br />if other items were being increased, it was her feeling that the appropriation should not be made
<br />until there has been an ad stating the particular item.
<br />Mrs. Constance Green, 3217 West Dunham, questioned the make -up of the Civic Center Committee. Mr.
<br />Rosenthal again indicated that the committee was composed of about 130 people in the community who
<br />represented all walks of life and every race and creed. He also mentioned that every meeting of
<br />the committee has been open to the public and that it -had been stated many times that anyone
<br />interested in joining the committee is most welcome to do so. He indicated that he had the names
