REGULAR MEETING DECEMBER 4, 1972 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />ORDINANCE AN ORDINANCE FOR THE TRANSFER OF FUNDS WITHIN THE FIRE <br />DEPARTMENT BUDGET IN THE AMOUNT OF $18,746.38 FROM <br />ACCOUNTS Q -11, "SERVICES PERSONAL ", TO ACCOUNT Q -52 "RENTS" <br />(LEASE- PURCHASE OF NEW FIRE TRUCKS) IN THE AMOUNT OF <br />$17,420.63, AND TO Q- 726, "OTHER EQUIPMENT" IN THE AMOUNT <br />OF $1,325.75, ALL ACCOUNTS BEING WITHIN THE GENERAL FUND. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Fire Chief Jack R. Bland made the presentation <br />for the ordinance. He said that the Department has contracted for three pieces of fire apparatu: <br />on a lease - purchase basis. $60,000 was transferred into the Motor Equipment account for the <br />down payment. Since that time they have found that they can make semi - annual payments on the <br />apparatus which will result in a savings of $1100 to the taxpayers The other part of the ordin- <br />ance involves $1,325 57 which they would like to use to use to supplement their training manual <br />with a complete series of overlays for overhead projectors for teaching purposes. They believe <br />this will be of great assistance to the instructors in teaching the basic fundamentals that <br />every firefighter needs to know. Miss Virginia Guthrie, Executive Secretary of the Civic Plan- <br />ning Association, asked the total cost of the lease - purchase agreement and Mr. Barcome, City <br />Controller, answered that it was $158,000. Councilman Taylor asked Chief Bland who conducts <br />the instruction program and where it is held. Chief Bland replied that the instruction classes <br />are held at Central Fire Station and conducted by Battalion Chief Timothy Brassell and Lieuten- <br />ants Robert Greer and William Schmidt. Councilman Szymkowiak made a motion that the ordinance gc <br />to the Council as favorable, seconded by Councilman Serge. The motion carried. <br />ORDINANCE AN ORDINANCE FOR THE TRANSFER OF FUNDS WITHIN THE <br />POLICE DEPARTMENT BUDGET IN THE AMOUNT OF $2,500.00 <br />FROM ACCOUNT P -12, "SERVICES PERSONAL" TO ACCOUNT <br />P -262, "MEDICAL, SURGICAL AND DENTAL ", BOTH ACCOUNTS <br />BEING WITHIN THE GENERAL "FUND. <br />This being the time heretofore set for public hearing on this ordinance, proponents and opponent <br />were given an opportunity to be heard thereon. There was no one present to answer questions <br />regarding this transfer but Councilman Parent said that there was a letter of explanation from <br />Chief Seals attached to the ordinance. City Clerk Irene K. Gammon read the letter as follows: <br />I <br />n <br />November 6, 1972 " <br />Common Council <br />441 County -City Building <br />227 West Jefferson Blvd. <br />South Bend, Indiana 46601 <br />Gentlemen: <br />I would like to request the following budget transfer: <br />From P -12 Services Personal to P -262, Medical, Surgical and Dental, <br />the amount of $2,500.00 <br />Medical expenses for officers injured in the line of duty have been <br />increasing and are averaging in excess of $400.00 per month at the present <br />time. Account P -262 has a negative balance of $597.81 at the present time <br />and bills yet to be submitted total $1,411.87. <br />Your consideration and approval of this request will permit us to <br />enter the 1973 budget year financially sound. <br />Respectfully, <br />/s/ Robert W. Seals <br />Chief of Police <br />a] <br />Councilman Szymkowiak said that he thought the Council should accept the letter of explanation. <br />Miss Virginia Guthrie, Executive Secretary of the Civic Planning Association, said that this is <br />a type of budget item that is very difficult to anticipate and said she wondered if they would <br />be able to finish out the year with this account depleted. Councilman Horvath said that in <br />view of the fact that there is a negative balance in this budget account, he would move that <br />the ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion and it <br />carried. <br />There being no further business to come before the Committee of the Whole, Councilman Taylor <br />made a motion to rise and report to the Council, seconded by Councilman Parent.
