<br />BILL NO. 42 -80 A BILL APPROVING THE FORM AND TERMS OF LOAN AGREEMENT, MORTGAGE
<br />AND NOTE, SECURITY AGREEMENT AND FINANCING STATEMENTS, AND A
<br />TRUST INDENTURE AND INDUSTRIAL REVENUE BONDS, AND AUTHORIZING
<br />THE EXECUTION THEREOF AND APPROVING RESOLUTION NO. 12 -80 OF THE
<br />SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION PERTAINING TO
<br />MOSSBERG & COMPANY, INC. PROJECT
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent.,
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Develop-
<br />ment Commission, made the presentation for the bill. He indicated this $750,000 issue would
<br />be used to finance the expansion of this commercial printing facility. He said they anticipated
<br />eight to ten jobs will be created. Council Member Taylor made a motion to recommend this bill
<br />to the Council favorable, seconded by Council Member Dombrowski.
<br />BILL NO. 33 -80
<br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK
<br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68,
<br />AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
<br />CITY OF SOUTH BEND (720 W. WASHINGTON.)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Mr. John Oxian, Vice President of the Historic Preserva-
<br />tion Commission, indicated this home was architecturally superior as well as historically signif-
<br />icant. Council Member Dombrowski made a motion to recommend this bill to the Council favorable,
<br />seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 34 -80
<br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK
<br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68,
<br />AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
<br />CITY OF SOUTH BEND.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Mr. John Oxian, Vice President of the Historic Preserva-
<br />tion Commission, indicated there were two houses involved, one at 322 W. Washington and the
<br />other at 112 Franklin Place. He said these houses were superior in class. Council Member
<br />Dombrowski made a motion to recommend this bill to the Council favorable, seconded by Council
<br />Member Kopczynski. The motion carried.
<br />BILL NO. 43 -80 A BILL APPROPRIATING $35,000.00 FROM THE ZOO ENDOWMENT FUND,
<br />FOR THE CONSTRUCTION OF THE EDUCATIONAL SERVICES WILDLIFE
<br />BUILDING AT POTAWATOMI PARK ZOO TO BE ADMINISTERED BY THE
<br />DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Mr. James Seitz, Superintendent of Parks, made the pre-
<br />sentation for the bill. He indicated this was the third payment from the Muessel- Ellison and
<br />Clark Trust Funds, for the construction of the Educational Wildlife Building at the Zoo. Counci:
<br />Member Kopczynski made a motion to recommend this bill to the Council favorable, seconded by
<br />Council Member Taylor. The motion carried.
<br />BILL NO. 44 -80
<br />A BILL APPROPRIATING $18,450.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />VARIOUS PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE
<br />DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Mr. Joseph Kernan, City Controller, made the presenta-
<br />tion for the bill. He indicated this appropriation would be used to sponsor the annual Summer
<br />Environmental Clean -up Program for 1980. He indicated that as in the past, this program will
<br />be staffed primarily with CETA employees. Council Member Serge made a motion to recommend
<br />this bill to the Council favorable, seconded by Council Member Kopczynski. The motion carried.
<br />BILL NO. 45 -80 A BILL APPROPRIATING $40,100.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />THE MAYOR'S ENVIRONMENTAL /ACTION CENTER TO BE ADMINISTERED
<br />BY THE CITY OF SOUTH BEND THROUGH ITS MAYOR'S ENVIRONMENTAL/
<br />ACTION CENTER.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Mr. Joseph Kernan, City Controller, made the presentatioi
<br />for the bill. He asked that this bill be amended to $19,525, and the following line items be
<br />changed: Salaries and Wages changed to $15,750; Social Security changed to $1,000; PERF $975;
<br />Group Insurance $900.00; Other Equipment $500.00; for a total of $19,525. Council Member
<br />Kopczynski made a motion to amend this bill, seconded by Council Member Taylor. The motion
<br />carried. Ms. Loretta Duda, Director of the Mayor's Environmental /Action Center, indicated she
<br />was available to answer any questions. Council Member Kopczynski made a motion to recommend
<br />this bill to the Council favorable, as amended, seconded by Council Member Dombrowski. The
<br />motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member
<br />Dombrowski made a motion to rise and report to the Council, seconded by Council Member Taylor.
<br />The motion carried.
