Pages five (5) and six (6) covered the basic duties of the City Clerk's Office as referenced in the City <br />Code. Items touched on included the taking of minutes, proper notifications, and recording of votes on <br />all agenda items. The need for verbatim minutes and development of electronic tally sheets and <br />improved recordings of all meetings was discussed, but set aside for specification later. <br />Page seven (7) procedures to be followed by the Chair of the Committee of the Whole. These routines <br />to be followed at Council meetings were again described as "basics" meant to provide a format that <br />encourages input from the Council and the public while assuring proper decorum be observed by both. <br />Kathy noted that the procedures, rules and structures followed are derived from Robert's Rules of <br />Order. At present, the Council Attorney will act as Parliamentarian for the application of these rules. <br />The proper use and limits of "point of order" found in Robert's Rules was covered by Kathy on page ten <br />(10). <br />Page eleven (11) of the presentation focused on ways Councilmembers may improve the transparency <br />and effectiveness of the committees they chair. <br />In that President Dieter was shooting for a meeting be called for some wrap -up comments.
