<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED
<br />BILL NO. 11 -80 A BILL APPROPRIATING $68,873.00 FROM THE LIABILITY INSURANCE,
<br />PREMIUM AND RESERVE FUND TO PROVIDE FUNDING FOR COSTS AS-
<br />SOCIATED WITH THE CITY OF SOUTH BEND'S SELF - INSURANCE PROGRAM
<br />DURING THE CALENDAR YEAR 1980.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent,
<br />were given an opportunity to be heard. Mr. Joseph Kernan, City Controller, made the presentatioi
<br />for the bill. He indicated the City stands to save considerable money through this arrangement.
<br />He said in addition to premium costs, settlement awards, and claims, the City must now provide
<br />certain functions that were normally provided in the premium costs by the carrier, such as;
<br />defense counsel and secretarial staff, adjusting services and a Safety Officer, who can provide
<br />the safety policy function for the City. Council Member Dombrowski made a motion to recommend
<br />this bill to the Council favorable, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 12 -80 A BILL APPROPRIATING $9,087.00 OF TITLE XX GRANT MONIES FROM
<br />THE CITY OF SOUTH BEND RUNAWAY SHELTER FUND FOR VARIOUS ACTIVITIES
<br />DURING THE PERIOD JANUARY 1, 1980 THROUGH JUNE 30, 1980.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent.,
<br />were given an opportunity to be heard. Ms. Bonnie Strycker, Director of the Youth Service Bureai
<br />made the presentation for the bill. She indicated that TItle XX was recently approved by the
<br />State. She said these funds will provide for the salary and social security of a part -time
<br />family therapist. Mr. Harold Brueseke, a local attorney, commended the Youth Service Bureau,
<br />as well as the City for being involved in this program. Council Member Taylor made a motion
<br />to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The
<br />motion carried.
<br />BILL NO. 13 -80 A BILL APPROPRIATING $10,637.00 FROM THE FEDERAL ASSISTANCE GRANT,
<br />COMMONLY KNOWN AS GENERAL REVENUE SHARING, TO FUND THE POSITION OF
<br />DEPUTY ATTORNEY, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND,
<br />THROUGH ITS DEPARTMENT OF LAW.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent.
<br />were given an opportunity to be heard. Mr. Richard Hill, City Attorney, made the presentation
<br />for the bill. He indicated that Revenue Sharing Funds have been utilized for the purpose of.
<br />funding one Deputy City Attorney position for the past several years. He said this will not
<br />increase the number of deputies on the staff, but will maintain the same level as were employed
<br />during 1979. Council Member Kopczynski made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 14 -80
<br />A BILL APPROPRIATING $7,000.00 FROM THE FEDERAL ASSISTANCE GRANT,
<br />COMMONLY KNOWN AS GENERAL REVENUE SHARING GRANT FOR OFFICE EQUIP-
<br />MENT TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE
<br />DEPARTMENT OF ADMINISTRATION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent.,
<br />were given an opportunity to be heard. Mrs. Patricia DeClercq, Manager Secretarial and Clerical
<br />Services, made the presentation for the bill. She indicated this appropriation would be used
<br />for the purchase of office equipment. She indicated this would be used to purchase office
<br />furniture, typewriters and dictating and transcribing equipment. She indicated that considerabl(
<br />downtime has been encountered in recent weeks because of the age and general disrepair of the
<br />present office equipment. Council Member Taylor made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Beck. The motion carried.
<br />BILL NO. 15 -80
<br />A BILL APPROPRIATING THE SUM OF $26,801.19 FROM THE CUMULATIVE
<br />SEWER BUILDING AND SINKING 'FUND TO THE GENERAL IMPROVEMENT FUND.
<br />This being the time heretofore set forpublic hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Patrick McMahon,"Director of Public Works, made the
<br />presentation for the bill. He indicated this appropriation was the City's share of part of
<br />the Homeland 2nd Sanitary Sewer Project being constructed under the Barrett Law project. He
<br />said this sewer is being constructed on Meade Street (Calvert to Ewing). Mrs. Jane Swan, 2022
<br />Swygart, asked if this was the Homeland Sewer: Mr. McMahon indicated this was not the sewer .
<br />ordered by the Health Department. Council Member Dombrowski made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Beck. The motion carried.
<br />BILL NO. 16 -80 A BILL APPROPRIATING $1,600.00 TO ACCOUNT 230.0 INSTRUCTION.
<br />SAID ACCOUNT BEING IN THE SAVE -A -LIFE FUND OF THE CITY OF
<br />SOUTH BEND, AND TO BE ADMINISTERED BY THE FIRE DEPARTMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Fire Chief Brassell, made the presentation for the bill.
<br />He indicated this appropriation.was to pay the cost of tuition for the training of four fire-
<br />fighters to be certified as Paramedics. He indicated that one firefighter had dropped out of
<br />the course, but he would like the Council to appropriate the $1,600 to pay for EMT training in
<br />Indianapolis for two or three firefighters. Council Member Dombrowski made a motion to recom-
<br />mend this bill to the Council favorable, seconded by Council Member Beck. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Voorde
<br />made a motion to rise and report to the Council, seconded by Council Member Dombrowski. The
<br />motion carried.
